As technological competition is becoming intense worldwide today, open innovation is emerging as a new research and development (R&D) model. Korea has carried out international cooperation in science and technology (S&T) through various modes of cooperation such as international joint R&D, establishment of S&T cooperation centers abroad, participation in the multilateral cooperative organizations, since it initiated the international joint R&D program as a national R&D program in 1985. Compared with those of advanced countries, however, the international S&T cooperation of Korea is still poor both in scale and depth. This might mean that international S&T cooperation should be more activated. To do so, however, the effectiveness of international cooperation in R&D should be proved first. In this regard, this study was carried out to verify empirically that international cooperation in R&D has a positive effect on increasing the productivity of R&D. The results of the study show that international cooperation in R&D has a positive effect on both quality and quantity of R&D in terms of papers produced and also a positive effect on quality in terms of patent. These results indicate that international S&T cooperation is effective, which provides the ground that international S&T cooperation should be further expanded.
