A Study on the Conflict Resolution of Intergovernmental Relationship - Focusing on Operating the Food Treatment and Recycling Facilities-

The food treatment and recycling facilities are a facility built for food recycling which is integral for the common goods. But it causes conflicts from its installment to its operation because of the misunderstanding of non-preferred facilities. Especially, food wastes induce conflicts between local govemments due to their low self-disposal rates. Thus, the purpose of this study is to find ways to solve the conflicts caused from operating food treatment and recycling facilities between local govemments. To achieve the purpose of this study, two recipes are suggested; First, to introduce a food recycling facility-related legislations including installing a Central Dispute Mediation Comr미ttee. Second, to form a collaborative govemance including involved local govemments and the residents who have filed civiI complaints in order to build multilateral partnership
