A Valuation on Local Recall System

The concept for the local self-governing system is the resident s voluntary participation. We may say that quality and quantity of it decides the success of the system. The Local Recall Law was enacted in May 2006 in accordance with the legislative requirement of Local Autonomy Law, and it has been put in force at Hanam city as the local recall for release three city councillor and city mayer from his position. The purpose of this study is to evaluate the local recall system in Korea. First, this study investigates the theoretical review on local recall system as a form of direct democracy. The local recall system should be introduced for the local democracy. Therefore I evaluate our local recall system and compare with other countries. Finally, this paper proposes several amendment in our local recall system.
