The purpose of this study is to study environmental non-governmental organizations of China, to find their problems and to provide ways of solving these problems. China s E-NGOs have problems in their contracture. They are lack of human resources, especially full-time staffs and general members. Professional environmentalists and full-time staffs are needed for organization effectiveness. They also have financial problems. There are some difficulties in the communication and cooperation between China s E-NGOs and World NGOs. They have few opportunity of participating in making related polices, and have no legal system that allows them to participate in making related polices. It is essential to enact and establish laws and regulations that ensures them to engage in all stages ranging from planning, drawing and implementing and evaluating environmental policies. The government of China need to promote donations to E-NGOs by way of reducing taxes on bodies or persons who make such donations. it is also needed to positively consider the instruction of E-NGO taxes which are to be imposed in anti-environmental businesses. Further it is desirable to distribute fines or penalties levied in relation to the violation of environmental laws to them. They will become stronger and play a crucial role to democratize the government and the business practices when they work hands in hands with NGOs in global civil society. Especially, in the case of independent Chinese E-NGOs the financial support from international NGOs or international institutions was the single and largest sources for their activities.
