A Study for Managing Conflict between Council of Local Government and Local Government Head

In order to increase regional competitiveness, above all things, it is very important to establish the right roles of a local government head and a council of local government, which are the two substantial groups in a local autonomy, and it is also important to establish a new relationship between the two groups. However, under the present system, a strong local government head-a weak council of local government, they shows us discord and conflict rather than check and balance between them. With the purpose of seeking the ways to develop successful relationship between the two groups, this study tries to find the causes that leads to this conflict and look for the ways to solve this problem. For attain this aim, firstly, we examined the interaction between a council of local government and a local government head, that is , the relationship between an executive organ and a legislative organ. And then we examined some specific conflict cases between the two groups which are coming from the mutual relation between them. After that, we presented some effective solutions to unravel the conflict between the two groups. In the concrete, firstly, conflict managing by system devices, secondly, conflict managing by legal formalities, and finally, establish a new relationship by mutual adjustment. But the most important thing to unravel the conflict between the two groups is an open communication, a living discussion and corporation between them, and it comes from deeply helded trust of each other.
