This study is improved client s service quality through job satisfaction, job power and power delegation under global environment in rapid change. Although it studied civil service satisfaction factor already, that is, organization culture, education training, job design, incentive, leadership and power delegation, these sector the same as meaning, ability, influence, self-decision got purpose how to influence in the service quality. 1. The power delegation of civil service brought forth gob satisfaction and improvement of service quality as management equipment. These result had the importance of civil service s job satisfaction and power delegation in the government office 2. The job satisfaction of civil service exercise great influence on service quality, this attest to bulk job satisfaction in public organization. 3. The improvement of government product has to public service s prefession, innovation of public office atmosphere, competition of civil service in active and employ a new hand, reduction of promotion employment rate, enlargement of the opening position and contract civil service, it made up to construct performance original work as the personnel change intra-local government 4. The enlargement for public service s specificity and responsibility get to divide local government s affairs to specificity and subdivision of the class of position. and it get to activate management system through the ability and aptitude 5. The control for promotion custom of career center and the fixing for promotion system of ability center have to develop legitimate performance evaluation scale same as goal management system, etc. 6. At the above, if 5 factor execute successful, it have to excluded authoritative, conservative public administration culture and civil service corruption. and The civil service group established democracy, uprightness, and service etc.
