The purpose of this study is to search the management state and improvement method about open system of korean personnel administration. First, after comparing with personnel administration of chief advanced countries, this study investigated selection standard of appointment object, supplement procedure, appointment state etc. Also, this study analyzed institutional pay level and appointment periods, case study of ministerial favoritism. Besides, in the process of management, emphasized equipment of personnel reshuffle system, appointment periods and pay, announcement period, media expansion. As a result, recent korean personnel administration suggested that it needed equipment of systematic and specialized personnel system through internal and external environment change. Besides, open system proved that it devoted to national competitiveness strength through specialization insurance and expansion of appointment chance. It suggested that open system needed neutrality insurance of central personnel committee, objective appointment standard, scientific achievement evaluation, insurance of appointment procedure s clearness, complement system about some appointer s discretion abuse for efficient management of human resources, foundation of national competition, as a political alternative. In conclusion, this study emphasized that scientific personnel administration system needed to develop continuously for rational management and fixation of Korean personnel administration system as a long-term view.
