지방자치 활성화를 위한 연방제 도입에 관한 연구

A Study on Introducing a Federation System into Korea - Focusing on Jeju Special Self-Governing Province -

Gglobalism and knowledge information society are demanding fundamental innovation of the national power structure. Decentralization and federalism, which were icons of schism and inefficiency in the past, are now emerging as the only way to reinforce the national competitiveness. Since Jeju-do become Jeju Special Self-Governing Province on July 1, 2006, it has been setting a model for Korean local self-governments, and the goal is to successfully accomplish its 21st century vision of becoming a free international city. Because of the fairness issue in comparison with other Korean self-governments, it did not gain complete right of ‘self determination’. Compared to state governments of the U.S., Madeira of Portugal, and Hong Kong Special Administrative Region, Jeju Special Self-Governing Province wanted to have the level of a state government of the U.S. It was recognized as a special self-governing province with all authorities except for national defense and foreign affairs and trade. However, it is still in the level of setting an example, and it did not reach the level of a state government of the U.S. Therefore, for it to gain federal quality, it is necessary to define its position by constitution, to establish and enact fundamental law for administration of Jeju Special Self-Governing Province, to provide various authority options, and to have political interest in reinforcing self-governing capacities. Most of all, it is essential to prepare social capital between the central government and Jeju and inside the local community of Jeju.
