A Study on the Efficient Activation of a Public Access Channel in the Incheon Viewer Media Center

The public access channel is a public service that broadcasts programs produced directly by individual viewers or local civic groups on cable TV or other media service networks. The community’s viewer media center acts as a citizen media broadcasting station, providing education and media production support for citizens. Civil media broadcasting is a form of a public access channel where TV viewers participate in the planning and production of programs and acquire the rights as viewers and citizens. This paper aims to present an efficient way to activate a public access channel by analyzing the current status of the Incheon Viewer Media Center, which was established in 2014.
