North Korea’s Denuclearization and Neighboring States’ Strategies for the Korean Peninsula

이 연구는 북한의 비핵화를 둘러싸고 중국, 일본, 러시아가 추구하고자 하는 대 한반도 전략을 분석한다. 즉, 주변국들은 과연 북한의 비핵화가 논의되는 과정에서 어떠한 이익을 가지고 어떠한 전략을 취할 것인지, 그래서 한반도 안보상황을 어떻게 만들어가려 할 것인지를 전망한다. 북한의 비핵화 과정은 녹록치 않다. 이는 단순히 북한과 미국의 문제가 아니라 주변국들의 첨예한 이해가 걸린 사안이기 때문이다. 북한이 요구하는 체제안전을 보장하기 위해서는 앞으로 한반도 종전선언, 남북한 군비통제, 그리고 평화체제 구축 등의 문제가 논의되어야 하며, 이 과정에서 유엔사의 존속 여부, 주한미군의 필요성, 그리고 한미동맹의 성격을 규정하는 문제가 제기될 수 있다. 그리고 이러한 문제는 동북아 안보지형의 판도를 바꾸는 파괴력을 갖고 있는 만큼, 중국, 일본, 러시아 등 주변국들은 북한의 비핵화가 가져올 동북아 세력균형 변화에 촉각을 곤두세우면서 자국의 이익을 관철하기 위해 제각기 목소리를 높일 것이다. 결국, 비핵화는 단순히 미국이 북한에 체제안전을 보장해주는 것으로 성공할 수 있는 것이 아니라, 주변국들의 이익과 개입 정도, 그리고 이들의 협력 여하에 달려있다고 해도 과언이 아니다. 향후 한국이 원하는 방향으로 북한의 비핵화를 달성하기 위해서는 주변국들이 한반도에서 갖는 이익과 전략을 분석함으로써 선제적으로 대응할 수 있는 방안을 마련해야 할 것이다.

This paper examines the strategies of China, Japan and Russia toward the Korean Peninsula in the process of North Korea’s denuclearization. Denuclearization is not just a matter for North Korea and the United States, but is closely related to the vital interests of neighboring states. To provide North Korean regime security, issues such as termination of war, arms control measures between the South and the North, and a peace regime on the Korean Peninsula must be discussed. During this process, debates on other issues like the United Nations Command, US forces in Korea, and the ROK-US alliance are expected. As these issues have the potential to disrupt the security architecture of Northeast Asia, China, Japan, and Russia will work to secure their own interests. Accordingly, complete denuclearization will require not only regime security to North Korea, but also the restrained pursuit of national interests, benign intervention, and close cooperation among neighboring states. If South Korea is to induce denuclearization, it must analyze its neighbors’ interests and strategies, and prepare diplomatic measures to respond preemptively.
