어린이집 유아 다문화교육을 위한 법적 개선방안

A Study on Legal Improvement Strategies for Infant Multicultural Education at the Childcare Center - Focusing on Childcare Facilities Located in Seoul -

지금 세계는 유아에 대한 교육투자의 경제적 효율성에 관심이 집중되고 있다. 유아기 교육은 다른 유형의 교육에 비해 경제적 효율성이 가장 높으며 인재 양성에서도 유아교육 수혜자는 비수혜자 대비 3배의 효과가 있다고 한다. 현재 만2세부터 만5세까지의 유아들은 유치원이나 어린이집에서 부모의 선택에 따라 교육된다. 그런데 유치원의 경우와 달리 어린이집에서는 유아들을 대상으로 다문화교육을 실시하지 않는다. 그리하여 동일한 연령의 유아들이 교육기관에 따라 균등한 유아 다문화교육을 받지 못하게 되었다. 이 연구는 이러한 문제를 시정하기 위하여 교육기관에 따라 다른 교육을 하게 만드는 원인을 찾고 그 개선방안을 마련하는데 목적을 둔다. 그 해결방안으로 첫째, 유아교육법과 다문화가족지원법을 바탕으로 어린이집 유아에 대한 다문화교육을 위해 영유아보육법을 개정할 것, 둘째, 예비 보육교사의 교직이수 필수과목으로 다문화교육을 포함시킬 것, 셋째, 어린이집에서 현재 운용되고 있는 누리교육과정의 5개 영역에 “다문화 교육”을 추가하여 6개 영역으로 편성하고 유아의 연령과 발달수준에 맞는 다문화교육과정을 개발할 것, 넷째, 보호자의 다문화역량강화를 위하여 보호자 교육에 다문화교육을 포함시킬 것을 제안한다.

Nowadays infants between the ages of 2 and 5 are taken care either in a kindergarten or in a Childcare-Center according to their parents’ decisions. However multicultural curriculums for infants at the Childcare-Center are not organized and given by the Childcare-Center. On the other hand there are many classes of multicultural education given to the infants at the kindergarten. This means that different education is provided for the same infants as a result according to where infants enter. But Art. 31 clause 1 of the Constitution demands infants who are in same age should be given the same Eaducation. In order to solve this problem, this study proposes four solutions, that is: first, paragraph 29 clause 1 of the Infant and Child Care Act must be amended and multicultural nature has to be inserted in it. second, Multicultural educations must be included in the required courses of pre-service childcare teachers. third, multicultural education courses that meet the age of infants must be explored. firth, in order to enhance capacity of raising their children Multicultural education should be given to the infants parent.
