중남미 도시정책에 반영되어 있는 젠더주류화 전략에 대한 고찰

Reflection on Gender Mainstreaming in the Urban Policies of Latin America: Mexico City Case Study

연구목적: 본 연구의 목적은 개발의 영역에서 논의되어 왔던 젠더주류화 전략, 도시와 젠더에 대한 이론적인 논의를 토대로 실제 중남미 도시정책에 젠더주류화 전략이 어떻게 통합, 적용되어 있는가를 분석하는 것이며 이를 통해 젠더적 관점이 반영된 중남미 도시정책을 개선하기 위한 정책적인 함의를 도출하는데 있다. 연구의 중요성: 본 연구는 젠더주류화 및 도시와 젠더에 대한 다양한 이론적인 입장을 고찰했으며 중남미 지역의 도시와 젠더 현황 및 특성을 분석하고 중남미 거대도시인 멕시코시티의 젠더주류화 전략과 관련된 법, 제도적인 특성, 주요한 도시정책 및 프로그램을 중심으로 젠더주류화 전략의 정책적인 요소가 어떻게 반영되어 있는가를 분석했다는 측면에서 연구의 중요성을 언급할 수 있다. 연구방법론: 젠더주류화 전략과 관련된 국제적인 동향을 검토하고 중남미 멕시코시티 사례를 중심으로 법, 제도적인 특성, 주요정책 및 프로그램과 관련된 문헌연구를 진행하였다. 연구결과: 본 연구를 통해 멕시코시티는 젠더주류화 전략을 위한 법, 제도적인 체제가 기본적으로 구축되어 있고 정책을 이행하는 주요한 담당부서가 존재하고 있으며 관련 정책과 프로그램에는 젠더주류화의 기본적인 정책요소들이 반영되어 있음을 확인할 수 있었다. 특히, 동등한 기회를 보장하기 위한 “동등”의 관점과 여성의 고유한 역량, 이익, 요구에 대해 고려하고 있는 “차이”의 관점이 반영되어 있는 프로그램들이 추진되고 있다. 결론 및 시사점: 향후 젠더관계에서 근본적인 변화가 나타나고 보편적인 인권이 개선되기 위한 “변형”의 관점을 반영한 정책들이 확대될 필요가 있다. 본 연구는 젠더적 관점이 반영된 도시정책과 프로그램에 대해 논의하고 학문적인 관심을 제고했으며 향후 이러한 정책들이 나가야 할 일정한 방향성을 제시하였다.

Purpose: The purpose of this study is to analyze how the gender-mainstreaming strategy, which has been discussed in terms of development cooperation, is integrated in and applied to urban policies in Latin America. Originality: This study analyzes how the policy factors of gender mainstreaming are reflected in Mexico City, one of Latin America’s mega-cities, by focusing on the laws, institutional characteristics, major urban policies, and programs related to the strategy, and deriving policy implications to improve urban policies in Latin America from the perspective of gender. Methodology: This study builds a framework based on previous theoretical arguments and literature reviews and examines the concept of gender mainstreaming reflected in major urban policies and programs. Result: Mexico City has already established the basic laws and institutional systems required for a gender-mainstreaming strategy, and the city government has the key departments responsible for policy implementation. Moreover, the fundamental policy factors of gender mainstreaming are reflected in related policies and programs. Conclusion and Implication: Mexico City’s basic laws and systems need further improvement, and the scope of policies should be expanded to improve the general human rights situation.
