人的資源管理를 통한 企業의 戰略經營에 관한 硏究

Strategic Management of Human Resourece in the Firm

How do human resource managenet occurs at all levels of organizations and increasingly, outside organizations, as companies manage relationships with free-lancers, consultants, and suppliers. We show how innovative human resource practices have been involved in the strategic successes of a number of many companies. And we discuss the need for new skills, new polices, and new human resource management structures. We should focus on human resource management in terms of its strategic role in both construction and implementation of long-run plans. The concepts and tools of strategic human resource management system needed are fundamentally different from stock in trade of traditional personnel administration. Therefore this article stresses the strategic level of human resource management at the levels of operation in strategic management. The trends that emerged during the 1980s in terms of the labor market, labor relations, and institutional settings did not seem to follow the evolutionary pattern often implicit in most human resource management. We argue that these original and peculiar employment systems are not necessarily advanced or sophisticated HRM polices. Rather, they are consistent with the emergence of hybrid organizational forms and with specific types of interactions between firms and their environments. This view of HRM as constitutive of strategic change entails a new creative role for both HRM departments and other managers. As the strategic management of human resources becomes more complex, as it spreads throughout the organization and becomes despecialized, the primary task that emerges for HRM research is to develop innovative interpretative frameworks that are contextualized in the relevant national, local, and business environments.
