Negative Effects and Alternatives in the Development of AICTs(Advanced information and Communication Technologies)

Recent developments in AITSs(Advanced Information and Communication Technologres) are generally expected to enhance our quality of life and economic efficiency in the era of information society. However, if not handled properly, there may also be negative effects such as the problems of social exclusion, degradation of privacy and security, and some cultural and/or ethical problems, due to the high speed and wide scope of the socio-economic changes. In this paper, we first review and categorize these negative functions into four main categories: socio-economic effects, those effects negatively affecting the demand and supply of AITSs, socio-cultural effects, and ethical issues. Social exclusion and universal service are main issues of the first category and the second one includes the protection of IPR(Intellectual Property Rights), privacy, and security. For each topic, current trends and future issues are analysed and alternatives are briefly discussed. Since every relevant changes are to be made from now on, our study mainly depends on the literature review of currently on-going US and European studies.
