In order to reduce its trade deficit, Korea needs to lower its import dependency of heavy industries like machinery and it is essential for the Korean small and medium enterprises to improve their competitiveness. However, since the small and medium enterprises are at disadvantage in the procurement of production elements such as technology and capital compared to large companies, it is necessary to promote voluntary efforts of the small and medium enterprises with the support for their technology and equipment investments. Especially, subcontracting businesses as the majority of small and medium enterprises may accomplish technology improvement efficiently through the close cooperation with large companies as demanders. In these respects, this study is constructed as follows; ChapterⅡ reviews the role change of small and medium enterprises in Japanese economic development. ChapterⅢ specifies the role of large companies in the development of Japanese small and medium enterprises. ChapterⅣ analyzes the development of Korean small and medium enterprises and the role of large companies compared to Japan. ChapterⅤ, as conclusion, presents effective policy directions to enhance the role of large companies for the development of Korean small and medium enterprises.
