사회연대성 확대의 측면에서 본 프랑스 부양노인정책의 전개와 함의

오늘날 대부분의 선진국들은 복지정책을 국가의 주요한 정책으로 실행하고 있다. 사회복지초기 정책의 주 명제가 취약계층에 대한 보호와 지원이었다면, 이제는 국가구성원들의 사회권에 대한 국가적 역할이라는 새로운 정책 패러다임이 강조되고 있다. 그러나 오늘날은 인권보호라는 개인적 차원에서 한 단계 더 발전하여 사회연대를 형성하는 국가역할이 요구되고 있다. 이는 자본주의의 병폐인 빈부격차의 심화, 계층 간의 불균형으로 인한 문제가 사회전체를 병리적인 상황으로 몰아가고 있기 때문이다. 그러므로 오늘날 복지정책은 개인의 인권보호는 물론, 계층 간, 세대 간, 사회와 개인 간, 그리고 국가와 국민 간의 연대형성을 위한 목적을 위해 실행되어야 한다. 자본주의 국가는 늘 경제와 복지간의 관계를 고민하고 이에 따라 국민들의 연대와 갈등이 교차된다. 그러나 경제와 복지의 고민보다는 평등을 통한 국민의 통합과 연대를 중시하는 확고한 정책의 철학을 지니고 있는 국가의 책임의식이 우선되어져야 한다. 이러한 개념은 보다 더 성숙된 복지국가의 정책철학이 될 수 있다. 본 연구는 복지정책의 기본개념을 사회연대에 두고 있는 프랑스의 복지정책, 이 중에서도 부양노인정책에 함유되어 있는 사회연대적 가치에 초점을 맞추어 분석하고자 한다. 그리고 이러한 프랑스의 사회연대의 복지개념을 통해 경제발전에 이어 복지정책의 요구가 커지고 있는 우리나라 상황에서 사회연대를 위한 국가의 역할이 복지정책을 통해 이루어지는 과정을 생각해 보는 계기를 만들고자 한다.

These days, most advanced countries execute welfare policies as a main governmental policy. When welfare policies were first implemented, the main intent was to simply provide government benefits and services for the vulnerable people in society. But nowadays, welfare policy focuses more on the human rights of the people; it is the main role of the government as a new paradigm of welfare policies. In turn, human rights for individuals should help develop social solidarity as a result of government welfare policies. This is because capitalism creates a gap between the rich and the poor and a conflict among different classes, which causes pathology of the society. Therefore, welfare policy should be executed not only for human rights but also for the solidarity in social classes, in different generations, and between individuals and government. Capitalistic states always deeply consider the relationship between economic policy and welfare policy, in which the people will be in solidarity or in conflict. But beyond the priority between economy policy and welfare policy, above all we should recognize the importance of the responsibility of the government for the solidarity of the people as the basic concept of welfare policy. This is the advanced welfare state. This study focuses on the welfare policy of France, which is based on the concept of solidarity, and we observe the role of the state for this solidarity. And finally, we have also considered our welfare policy and the role of our government with regard to the concept of solidarity.
