재중 한인아나키즘세력의 동방아나키즘연맹체 결성과 활동

Organization and activities of OAF by the Anarchism Forces in China during the 1920s

제1차 세계대전 후 동방아나키즘연맹체 조직에 대한 목소리가 나오기 시작했다. 오오스기 사카에가 가장 먼저 연맹체 조직에 대한 구상을 밝혔다. 하지만 관동대지진과 그의 죽음으로 계획은 실현되지 못하였다. 이로부터 5년여 뒤인 1926년, 중국에서 오랫동안 활동해 온 유기석이 다시 한번 연맹체 결성을 제안하였다. 유기석은 동방아나키즘세력의 통일된 기관으로 동아무정부주의자연맹을 결성하자고 주장했다. 연맹체의 조직과 연대활동에 대한 구상은 곧 구체화 되었다. 먼저 화북지역에서 연맹체 조직을 시도하였다. 한국, 중국, 타이완, 베트남, 인도, 일본 6개국의 아나키스트들이 1927년 톈진 프랑스조계에 모여 A동방연맹을 조직하자 신채호가 이필현과 함께 한인대표로 참여하였다. 이후 신채호는 스스로 연맹체 결성을 위한 회의를 소집하고, 단결과 직접행동을 촉구하며 동방연맹을 결성하였다. 화남지역에서도 연맹체 결성이 추진되고 있었다. 먼저 유기석, 이을규, 이정규 등이 중심이 되어 재중공산무련을 조직하였다. 이를 바탕으로 1928년 6월 14일 한국, 중국, 타이완, 일본 등 각국의 아나키스트들이 상하이에 모여 O.A.F.를 결성하였지만 곧 유명무실의 상태에 빠지고 말았다. 이때 화북에서 활동하던 중국, 일본의 아나키스트들이 O.A.F.를 찾아와 연대를 제안했고, 프랑 스조계에서 연석회의를 열어 함께 항일구국연맹을 결성하는 데 성공하였다. 이를 통해 화북과 화남에서 각각 추진되던 연맹체 결성과 활동이 화남지역으로 집중되었음은 물론 직접투쟁에 보다 무게중심을 둔 투쟁방략을 선보이기 시작하였다.

Anarchism forces in Asia started out as voices demanding the establishment of a federation after WW1. Osugi Sakae(大杉榮) was the first to reveal his plan for the federation. This plan, however, didn’t go through due to the Great Kanto Earthquake and the death of Sakae. After about five years in 1926, the establishment of a federation was once again proposed by Yu Gi-seok(柳基石), who has been active in China for a long time. Yu Gi-seok insisted on organizing an Asian anarchist federation as an unified body. Preparations were soon made for the structure and activities of the federation. First, there was an attempt on organizing a federation in Hwabuk area (northern China). In 1927, anarchists from six countries (Joseon, India, Taiwan, Vietnam, China and Japan) organized the Anarchists’ Oriental Federation at the French Concession in Tianjin. As Joseon’s reps, Shin Chae-ho(申采浩) and Lee Pil-hyeon(李弼 鉉) participated together. In 1928 after the conference, Shin independently summoned a conference to establish the oriental federation, and organized the federation by urging for unity and direct actions. Meanwhile, the organization of federation was promoted also in the Hwanam area (southern China). But before that, the Korean anarchism forces in China become unified. Centered by Yu Gi-seok, Lee Eul-gyu, Lee Jeong-gyu etc, the Joseon Anarchist Communist Federation in China was established, and from this, OAF (Orient Anarchist Federation) was organized on June 14, 1928 by anarchists of Joseon, Japan, Taiwan, China etc who came to Shanghai. However, due to various reasons, the federation soon fell into a nominal state. Then, the anarchists of China and Japan who were active in the Hwabuk area visited OAF to propose partnership. After opening joint conferences in the French concession, they formed the Anti-Japan Patriots Federation.
