A Preliminary Study on the Casino Self Exclusion Program to Prevent Problem Gambling : Cases and Issues from U.S. and Canada

카지노 출입제한 제도는 카지노 이용자가 스스로 카지노에 출입 금지를 신청하는 제도로, 도박으로 인한 폐해최소화전략이자 책임도박의 방편으로 간주된다. 카지노 출입제한 제도는 미국, 캐나다, 유럽, 호주, 싱가포르 등 카지노가 존재하는 국가에서 다양한 방식으로 운영되고 있으며, 국외에서는 공식적 카지노 출입제한 제도의 효과성 측정 등 실증적 연구도 여러 차례 진행되었다. 이에 반해 한국에서는 사행산업 출입제한 제도 이용자의 경험이나 효과성에 관한 연구가 전무한 실정이다. 이에 본 연구자는 한국의 출입제한제도에 관한 실증적 연구가 진행되기에 앞서 제도 자체에 관한 탐색적 연구를 실시하고자 북미권 카지노 출입제한 제도 운영 현황, 운영 방식, 세부 규정 등을 요약 정리하였고 관련된 선행연구를 분석하였다. 미국에서는 총 40개 주에서 카지노가 운영되고 있으며, 이 중에서 공식적 출입제한 프로그램을 운영하거나 주 정책으로 규정하는 주는 애리조나 주 등 24개 주였다. 캐나다는 10개 주에서 카지노를 운영하며, 이 중 유콘 준주를 제외한 모든 주에서 주 전체 범위 출입제한 제도를 운영하고 있었다. 한편 출입제한 관련 연구를 검토하여 국외 출입제한 제도 관련 연구 동향, 출입제한 신청자 특징과 피드백, 출입제한 제도 효과성과 출입제한 모델, 출입제한 해제 관련 이슈를 분석하고 정리하였다. 결론 및 제언 부분에서는 분석 결과를 바탕으로 한국 출입제한 제도의 효과적 운영을 위한 실천적 제안과 추후 연구를 위한 학술적 함의를 진술하였다.

Casino self exclusion is a program that enables casino patrons to exclude themselves from gambling venues such as casinos or race tracks. Self-exclusion program is generally regarded as a way of harm minimization strategy for problem gamblers. Even though there is a self exclusion program in Korea, there are not many researchers who have interest in the self exclusion program exclusively which can motivate responsible gambling and help problem gamblers. One of the purposes of this study is to outline common features of the existing self exclusion program especially from United States of America and Canada. For this purpose the researcher collected data and described basic scheme and detailed principles of the program. The second purpose is to review gambling addiction literature on the self exclusion program. The researcher analysed related research articles and summarized them under four categories as follows: 1) the trend of self exclusion program researches, 2) characteristics and feedback from self excluded patrons, 3) discourses on the effectiveness of the self exclusion program and proposed models, 4) issues on the self exclusion reinstatement. As a conclusion the researcher suggested useful implications to improve self exclusion program in South Korea and for the future research.
