재난관리정책의 패러다임 전환

Paradigm Shift of Disaster Management Policy -Focusing on Fine Dust, Heat Waves and Cold Waves-

세계적으로 신종 감염병의 출현과 미세민지, 기후변화로 인한 폭염과 한파가 반복적으로 나타나면서 정부의 재난 대응 방식에 전환이 요구되고 있다. 즉, 현재의 현상들은 전통적인 재난관리 분야에서 벗어나는 것으로 재난의 재개념화와 정부의 재난관리정책에 대한 변화를 야기하고 있다. 본 연구는 재난관리정책이 국민의 삶의 질에 직접적으로 관계되어야 한다는 것에 집중하여 재난 개념의 확장과 미래 재난에 대비하기 위한 대응 방안을 제시하는 것이다. 따라서 이론적 논의에서는 재난의 개념의 확장을 위한 재난의 개념 정의, 재난이론과 재난관리, 재난의 학제적 접근으로서 경제적 접근, 사회적 접근, 자연과학(환경)적 접근에 대해 논의하였다. 그리고 재난개념의 확장을 위한 분석에서는 재난으로 인식되고 있는 미세먼지, 폭염, 한파 등에 대한 경향과 피해에 대한 분석을 실시하였다. 마지막으로 향후 직면하게 될 미래재난 대응을 위한 재난관리 정책으로 재난의 다양성 포용, 공동체 복원을 위한 재난 대응, 복지서비스로의 재난대응, 삶의 질 제고를 위한 사회대응체계 구축 등을 제시하였다.

The emergence of new infectious diseases worldwide and the recurrence of micro-minerals, heat waves and colds due to climate change are turning to government disaster response. In other words, current phenomena are deviating from the traditional disaster management area, causing a re-conceptualization of disaster and a change in government disaster management policy. This study focuses on the fact that the disaster management policy should be directly related to the quality of life of the people, and suggests the expansion of the concept of disaster and countermeasures to prepare for future disaster. Therefore, the theoretical discussion discussed the concept definition of disaster for the expansion of the concept of disaster, disaster theory and disaster management, economic approach as disciplinary approach to disaster, social approach, and natural science (environment) approach. In the analysis for the extension of the concept of disaster, the tendency and damage of micro dust, Finally, the disaster management policy for future disasters that will be confronted in the future is to embrace diversity of disasters, disaster response to restoration of community, disaster response to welfare service, and establishment of social response system to improve quality of life.
