공공가치 관점에서 본 도시재생 뉴딜사업의 비판적 고찰

A Critical Study on the Urban Regeneration New Deal Project from the Public Values Perspectives

본 연구는 최근 공공부문 정책결정에 따른 공공가치의 중요성을 재조명 할수 있고, 분석의 틀을 제공할 수 있는 전략적 삼각모형(Strategic Triangle model)과 공공가치실패모형(Public Value Failure model)을 활용하여 도시재생뉴딜사업에 대한 공공가치 정도를 검토하였다. 도시재생 뉴딜사업이 물리적 환경개선보다는 사회․경제․문화적 측면에서 지역의 내생적 역량을 키워 기성시가지의 활력을 도모하고 근린환경 및 지역커뮤니티를 활성화한다는 측면에서 공공가치는 필수적으로 수반되는 사회현상이라고 볼 수 있다. 특히 사업의 정당성과 지지의 판단이 어렵고, 공공가치의 실패 가능성이 높은 결과로 비추어 볼 때, 도시재생 뉴딜사업이 기존 사업과의 차별화된 사업설계 및 여건을 반영한 선제적이면서 지역중심의 맞춤형 전략이 필요한 것으로 판단된다. 또한 향후 지속적으로 사업이 추진되기 위해서는 공공가치의 중요성을 이해하고, 핵심사업 주체 간 충분한 논의와 협의가 뒷받침 되어야 한다.

This study uses a strategic triangle model and a public value failure model to examine the importance of public value in the public sector policy decision making and to provide a framework for analysis, In particular, public value can be seen as essential in terms of promoting the vitality of established cities and vitalizing the surrounding environment and local communities by enhancing the inner strength of regions in socio-economic and cultural aspects rather than improving the physical environment. Given the difficulties in determining the justification and support of the project and the high probability of failure of public value, it is deemed that urban renewal New Deal projects require a proactive and geo-centered strategy that reflects the differentiated business design and conditions. In addition, in order for the project to continue in the future, the importance of public value must be understood and sufficient discussion and consultation between key project members should be supported.
