Recently, the law was submitted to the National Assembly that would transfer he central government-centered port administration system to local governments in accordance with decentralization. Accordingly, Local governments are standing at the starting point as the main body for port management and development. The purpose of this study is to review the above law briefly and prepare measures for improvement about the legal problems and practical problems related to the management and development of ports, which can be caused by the change of port administration system. Look at the main contents, The central government needs to transfer additional authority to designate port facilities and modify minor port master plans, as well as to transfer licensing operations of coast-wise passenger transport service for the decentralization. and local governments should prepare expert manpower for port security and crackdown operations of trade port, and the central government should accurately investigate the costs of port development and port security in order to secure efficient local government finance, and provide as much financial support to local governments as possible through revision of the subsidy law, ect. By doing so, when port management systems are transferred to local governments, confusion at the port administration can be minimized.
