이 연구에서는 2018년도 큰 폭의 최저임금 인상으로 인하여 사업주의 인건비 부담 완화를 돕기 위하여 정부가 시행하고 있는 일자리안정자금 지원사업에 대하여 고민하였다. 일자리안정자금 지원사업의 계기가 된 최저임금 인상에 대한 신문기사를 분석해 보니, 최저임금 인상은 고용, 물가와 관련하여 실업이 증가하고 물가가 인상된다는 등의 부정적인 프레임이 형성되어 있고, 정부는 부정적 프레임을 긍정적 프레임으로 전환할 수 없을 정도의 패러다임 현상에 직면하고 있다. 이는 사업초기 일자리안정자금 사업을 강조할수록 최저임금 인상의 부정적 기능을 부각시킬 수 있는 딜레마를 안고 있다고 할 수 있다. 이러한 딜레마에서 벗어나고 일자리안정자금 지원제도의 안착을 위해서는 최저임금 인상 효과에 대한 다양한 관점이 필요하며 제도 대상인 사업주들의 다양한 수요를 파악할 필요가 있다. 이에 최저임금 인상 후 사업주들의 개별적인 수요를 파악할 수 있는 판단분석 기법을 적용 하여 개별 사업주들의 판단 인식을 분석하였다. 분석결과, 최저임금 인상에 대한 여섯 가지의 지원방식 중 현금지급(직접지원) 방식을 가장 선호하였으 며, 현금지급 방식 다음으로 선호한 지원방식은 임차료 인하였다.
This study is about the funds for job-stability through government aid to help small business owner who is facing labor costs from raising minimum wage. Apart from the funds for job-stability through government aid, The analysis on raising minimum wage in newspaper articles shows negative frame about upcoming economic condition such as employment, inflation. Negative frame seems lead to paradigm to be meant for negative prospect. In the beginning stage, To improve only participation rate for the funds for job-stability through government aid, government underestimates the dispute on the raising minimum wage. To reach the maturity on the funds for job-stability through government aid, we need to know extended concept on raising minimum wage and understand small business owner’s needs.
