트럼프식 보호무역주의에 대한 고찰: 기독교적 관점에서

미중 무역 분쟁을 확산시킨 트럼프 행정부의 보호무역주의는 일방적이고 강압적이고 포괄적인 방식으로 시현되고 있다. 국내 통상법 체계를 적극적이고 효과적으로 활용한 결과로 주장할 수도 있지만 다자주의 통상규범을 약화시키고 배치되는 방식으로 우려되기도 한다. 세 차례에 걸친 대규모 대중 보복관세 부과 외에도 한국, 일본, EU를 비롯한 주요 교역국들에게 보복적인 수입규제 조치를 발동하고 다양한 비관세 조치를 활용하는 전략적 선택은 글로벌 가치사슬에 근거한 복합적인 국제통상 구조에 불합리한 장벽이 될 수 있다. 우리나라는 트럼프식 보호무역주의에 대한 인식의 전환과 절차적, 전략적 대응책을 엄밀하고 적극적인 방식으로 이행해야 한다. 창조와 구원의 기독교 가치는 수평적 공평성이 지속가능하도록 뒷받침하고 있다. 일방적이고 수직적인 보호무역주의는 수평적 공평성의 가치에 근거하여 재고되고 수정되고 보완되어야 한다.

The propaganda of the Trump’s Administration, which has spread the US-China trade dispute, is being demonstrated in a one-sided, coercive and comprehensive manner. Although it can be argued as a result of the active and effective use of the domestic trade law system, it is also concerned with the way in which the multilateral norms are weakened and deployed. In addition to the massive retaliatory duties of three times against the Chinese products, strategic choice to invoke import restriction measures and to utilize various non-tariff measures for major trading partners including Korea, Japan and the EU, is unreasonable in a complex international trade structure based on the global value chain. It can be a barrier. Korea should implement a shift of awareness and procedural and strategic countermeasures to Trumpian protectionism in a rigorous and aggressive manner. The Christian values of Creation and of Salvation support the sustainability of horizontal fairness and equity. Unilateral and vertical protectionism should be reconsidered, modified and supplemented on the basis of the value of horizontal fairness and equity.
