알뜰주유소가 휘발유가격에 미치는 영향과 성경적 고찰

The Effect of Thrifty Gas Station on Competitive Pricing and Biblical Consideration

국내 석유제품시장은 4대 정유사에 의한 독과점 구조이고 수직 계열화가 심하여 가격경쟁이 어려운 환경이다. 이에 따라 정부는 주유소 시장에서 경쟁을 촉진하고, 석유제품의 안정적인 가격을 유도하기 위해 알뜰주유소를 도입하였다. 알뜰주유소는 기존의 주유소와 달리 낮은 가격의 원유 공급과 비용절감을 통해 저렴한 가격으로 소비자에게 석유제품을 공급하는 주유소이다. 본 연구는 주유소종합정보시스템에서 조회 가능한 서울시 607개의 주유소를 대상으로 2013년 1월 1일부터 9월 30일까지 일별 휘발유가격, 개별 주유소의 상표, 소유구조, 셀프주유소, 편의시설(세차시설, 경정비시설, 편의점), 공시지가, 반경 1km이내의주유소 수, 반경 3km이내의 알뜰주유소 유/무, 알뜰주유소와의 거리를 조사하였다. 수집된 데이터를 바탕으로 헤도닉가격결정모형을 사용하여 휘발유 가격결정요인을 분석하였으며 추정 방법으로 pooled OLS를 사용하였다. 실증분석 결과 개별주유소의 휘발유가격은 조사된 변수에 대부분 유의하게 나왔고, 주변에 알뜰주유소가 있는 경우 구간에 따라 휘발유가격이 20원/L ~ 50원/L 정도 낮았다. 연구결과를 바탕으로 알뜰주유소의 효과와 전략적 보완재의 성격을 가졌기 때문이다. 본 연구는 서울시에 운영 중인 607개의 주유소에 대한 전수조사 데이터, 구축된 데이터를 바탕으로 얻은 알뜰주유소의 효과, 주유소 시장에 대한 경제학적 함의를 제시하기에 기존 연구와 차이를 두고 있다. 더불어 이러한 특성을 감안해 알뜰주유소의 역할을 성경적 관점에서 고찰하고, 정책방향을 제안한다.

Domestic gasoline market show monopoly structure by 4 oil refinery companies and it’s difficult to compete in price because of the severely vertical integration. Therefore, government introduced thrifty gas station so as to induce promote their competition and induce stable price in the gasoline market. Thrifty gas station provides petroleum products to consumers by low price through the low-price crude provision and cost reduction, unlike existing gas stations. This research investigated daily oil price, trademark of individual oil station, ownership structure, self gas station, convenience facilities (car washing facility, guard /maintenance facility, convenience store), appraised value of land, number of gas stations within radius 1km, existence of thrifty gas station within radius 3km and distance from thrifty gas station from Jan. 01 to Sep. 30, 2013 for 607 Seoul gas stations which can be 49 searched in general gas station information system. Based on the collected data, decisive factors of oil price were analyzed by hedonic price model and for estimation method, pooled OLS was used. As the result of positive analysis, most of the oil price of individual gas station was significant for investigated variables. If there is thrifty gas station around there, oil price was lower by about 20 won/L ~ 50 won/L according to the section. This paper differs from the previous studies in that it presents the economic implications of the gas station market and the effect of the gas station based on the survey data of 607 gas stations operated in Seoul, the constructed data. In addition, considering these characteristics, this paper consider the role of thrifty gas station as biblical viewpoint and provides policy recommendations.
