이승만의 국제정치관에 관한 연구 : 『일본내막기』를 중심으로

A Study on Syngman Rhee’s International Political Views : Focusing on his book, Japan Inside Out

이 글의 목적은 이승만의 국제정치관을 그의 대표적 저서인 『일본내막기』를 중심으로 살펴보는 데 있다. 이 책은 그가 쓴 여러 가지 책들 중에서 그의 국제정치관을 가장 체계적으로 보여 주고 있다. 국제정치관은 국제정치현실을 바라보는 이론적 전제들과 거기로부터 도출되는 구체적인 전략적, 정책적 입장을 의미한다. 국제정치현실은 현실주의와 이상주의와 같은 이 론적 전제와 시각에 따라서 각기 다르게 보이기 때문에 이승만이 제시하는 전략과 정책은 그의 국제정치관과 분리될 수 없는 것이다. 이 글은 이 책의 내용에 대한 분석을 통해서 이승만의 국제정치관이 근대국가를 국제정치의 주체로 인식하는 현실주의적 입장을 갖고 있다는 것을 보여줄 것이다. 또한 그는 국제정치에서 여론이 갖는 중요성을 인식하고 미국인들에게 전체주의의 위협과 미국의 일본 침략이 임박했다는 사실을 깨우쳐주기 위해 이책을 집필했다. 이승만은 평화주의와 유화주의적 정책을 비판하고 ‘기독교현실주의’의 입장에 서서 전쟁과 평화의 문제를 논의하고 있다. 나아가 그는 국가 간 조약이 국내정치에서 집행되는 국내법처럼 언제나 지켜지고 강 제력을 갖고 있다는 이상주의적 국제정치이론의 법리주의적 사고를 비판한다. 이 책은 미국의 여론에 호소하여 전체주의의 팽창을 막고 한국의 독립을 보장받으려는 이승만의 저술을 통한 노력을 잘 보여주고 있다.

This article seeks to explain international political views of Syngman Rhee with specific reference to his book, entitled Japan Inside Out. His systematic perspectives of international politics can be very well found in this book. International political views can be construed as assumptions on which international political reality is perceived and from which specific strategies and policies are derived. International political reality can be conceptualized differently according to either realist and idealist perspectives. So Syngman Rhee’s international political perspectives cannot be separated from his suggestions of policies and strategies. This article will show that Rhee has a realist perspective which emphasizes the nation-state as the main actor in international politics. Rhee also recognized the importance of public opinion in international politics and wrote this book to enhance awareness of Americans in the threat of totalitarianism and imminent attack of Japan on the United States. Rhee is critical of pacificism and appeasement policy and seeks to understand the issue of war and peace in terms of Christian realism. He also criticizes the idealistic and legalistic idea that there is no difference between domestic law and international treaty. In Rhee’s book, we can find Rhee’s efforts to stem the tide of totalitarianism and promote Korea’s independence.
