본 논문은 미국이 어느 정도로 확고하게 동맹공약을 이행할 것인가를 판단해보고자 하는 목적에서 작성되었다. 이를 위하여 월트(Stephen M. Walt)의 이론을 바탕으로 공통위협, 미국의 감당능력, 국내여론, 연루의 위험, 동맹지속에 따른 이익이라는 5가지 요소를 식별하였고, 이를 기준으로 한미동맹과 관련하여 발생한 사례들을 분석하였다. 분석의 결과, 미국의 동맹공약 이행 정도는 공통위협, 감당능력, 동맹지속에 따른 이익의 측면에서는 높을 것으로 판단되나 미국의 국내여론과 연루 위험 측면에서는 우려되는 점이 있고, 특히 북한이 ICBM이나 SLBM을 개발하여 본토를 공격할 수 있게될 경우에는 그 우려는 더욱 커질 수밖에 없다. 위협의 공통성을 늘릴 수 있도록 중국의 위협을 미국과 공유하는 방향으로 노력하고, 미국의 경제적이거나 군사적 감당능력이 감소되면서 국내여론이 부정적인 측면을 감안하여 방위비분담을 다소 증대시키거나 미군이 증원하지 못하는 군사력의 증강에 중점을 둘 필요가 있다. 미국이 느끼는 연루의 위험을 감소시킬 수 있도록 북한의 ICBM이나 SLBM 개발을 지체 및 자제하는 데 상당한 노력을 기울여야 한다. 미국에게 한국의 전략적 가치를 적극적으로 설명하는 것도 중요한 사항일 것이다.
This paper is written to determine how strong the U.S.’s commitment promise in the South Korea-U.S. alliance. For the purpose, it uses five factors such as the commonality of threat, capabilities for implementation, domestic politics, risk of entrapment and benefit of alliance, inspired by the alliance theory of Stephen M. Walt. It analyzes several historic examples in the South Korea-U.S. alliance. In conclusion, this paper evaluated that the commonality of threat, capabilities for implementation and benefit of alliance from the U.S. side did not have serious problems, while domestic politics and risk of entrapment could be problematic. Especially, if North Korea succeeds to develop ICBMs and SLBMs, the risk of entrapment for the U.S. would be too high to take. South Korea should increase the commonality of threat with regard to China, be more active in cost sharing for the U.S. Forces in Korea in order to ease the negative U.S.’s domestic public opinion for the commitment. South Korea should mobilize all possible ways and means to strop the North Korea’s development of ICBM and SLBM in a way to reduce the entrapment burden of the U.S. It should be more active to prove its strategic values to the U.S in order to make the U.S. people to think the benefit of the alliance with South Korea exceed the risk of it.
