김정은체제의 생존전략: 변화와 지속성

A Study of Kim Jong-un Regime s Strategy for Survival - Focusing on Change and Sustainability -

모든 정치체제는 생존을 위해 ‘변화’와 함께 ‘지속성’을 추구한다. 북한의 경우, 특히 김정일체제는 변화 보다 지속성을 추구하는데 역점을 두었고 그로 인해 체제의 모순은 더욱 심화되었으며 그 해결은 김정은체제로 넘겨졌다. 그렇다면, 김정은체제는 변화와 지속성 중에서 어느 측면에 우선순위를 부여하면서 정책을 수행하고 있는지? 나아가 현재 김정은체제가 추 진하고 있는 ‘변화’의 성격은 어떻게 규정될 수 있을지? 본논문은 이러한 질문에 대답할 목적으로 작성되었다. 연구결과에 의하면, 김정은체제는 김정일체제에 비해 유연한 태도와 함께 적극적인 정책을 추구하고 있기는 하지만 그것은 여전히 안보 우선주의와 정치 논리의 개입 등에 의해 저해되고 있으며 그 변화의 성격도 본질적·전략적인 것이라기 보다 현상적·전술 적인 것으로 규정되어야 할 것이다. 따라서 향후 김정은체제가 체제의 모순을 극복할 수 있을지는 지도부의 의지에 의해 변화를 추구하기 위한 정책공간을 확보할 수 있을지에 달려있을 것이다.

Every political system pursue ‘change’ as well as ‘sustainability’ for survival. In the case of North Korea, Kim Jong-il regime emphasized sustainability than change as a survival strategy. As a result, the contradictions of the regime was further deepened and that resolve handed over to Kim Jong-un regime. And then, are pursuing Kim Jong-un regime s policies while giving priority to which direction among change or sustainability? How it can be defined the nature of change in Kim Jong-un regime? This paper is made to answer the questions. According to this research result, Kim Jong-un regime s policies for change are disturbed by logics of ‘security first’ and interventions of political logic though it is take flexible attitudes and pursue active policies than Kim Jong-un regime. And also, the nature of change in Kim Jongun regime is rather phenomenal and tactical than essential and strategic. In this sense, whether Kim Jong-un regime in future can overcome the contradictions of the system depends entirely on if it is able to secure policy space for change by exerting its leadership.
