‘새로운 영국사’와 영제국의 형성

The ‘New British History’ and the Formation of the British Empire

이 글은 ‘새로운 영국사(new British history)’의 접근 방식을 적용하여 영제국의 형성 과정을 검토한다. ‘새로운 영국사’는 잉글랜드를 중심으로 한 영국의 통합 과정과 그에 기반을 둔 영국의 정체성 찾기라는 기존의 영국사 서술에서 벗어나려는 것이다. 따라서 새로운 영국사를 연구하는 사람들은 대체로, 1707년에 스코틀랜드와 잉글랜드의 통합이 성립하기 전 1세기, 곧 17세기 역사에 집중하였다. 이 글은 새로운 영국사 연구의 최근 경향을 검토하면서, 영국의 통합(국가 형성)과 영제국의 형성 과정을 재조명한다. 그리고 16세기 중후반에 초점을 맞추었다. 이 시기에 사용된 ‘제국’이라는 용어에 주목하여, 근대 초 영제국의 형성과 연합 왕국으로서 영국의 형성 과정을 검토한다. 아직까지 영제국과 제국주의 연구에서 16세기는 크게 주목받지 못하고 있다. 최근 새로운 영국사는 16세기까지 연구 범위를 확대하고 ‘제국’을 논제로 끌어왔지만, 그 ‘제국’을 브리튼 섬 내부에 한정된 것으로 보고 튜더 시대의 해외 팽창의 맥락을 온전히 평가하지 못했다. 하지만 영국의 식민화 사업의 발전에서 16세기는 주목할 만한 가치가 있다. 제국사와 결합한 새로운 영국사는 이 공백을 메우는 데 기여할 것이다.

This paper attempts to examine the early history of the British Empire. It draws on the perspective of the ‘new British histoy.’ The ‘new British history’ first envisioned as a plural history of a group of cultures situated along the Anglo-Celtic frontier and their global exchanges. But the ‘new British history’ has in practice fixated on exploring the process of state-building from 1603 to the Anglo-Scottish union of 1707. This paper argues for the significance of the sixteenth century to the formation of Britain and the British Empire. In particular, it pays attention to the concept of ‘empire’ used in sixteenth-century England. The sixteenth century has not attracted much interest from historians of the British empire. But it was the experience gained by the Elizabethans in Ireland that enabled the English people to arrive at a concept of cultural evolution. The permanent, seventeenth-century settlement revered in the origins of the British Empire was firmly rooted in sixteenth-century imperialism. And it was sixteenth-century writers who redifined ‘political’ and ‘economic’ ideas in relation to one another. We need a new assessment of the significance of the process of British empire-building in the sixteenth century. Fortunately, some historians have attempted to include sixteenth-century developments in British history and have linked the concerns of the ‘new British history’ with that of the Atlantic history.
