북한의 외교 및 협상의 행태(行態) : 남북 회담과 북미 협상을 중심으로

이 글은 북한의 외교 및 협상 행태를 추적하고 분석하여 그것을 하나의 패턴으로 도출하거나 유형화하는데 목적을 두었다. 이 글이 분석한 대상은 북한 그 자체가 아니라, 북한이‘북한-남한’간 회담 및 협상, 그리고‘북한-미국’간 회담 및 협상에서 보여주었던‘협상 행태’이다. 이 글에서는 북한의 협상 행태를 전사(戰士)의 행태로, 미국과 남한의 협상 행태를 상인(商人)의 행태에 비유해서 분석하였다. 특히 이른바‘전사와 상인이 조우’(남북 협상과 북미 협상)할 때 나타나는 북한의 협상 행태를 중심으로 다루었다. 일반적으로 지금까지 북한과의 외교 및 협상 과정은 非연속성, 不안정성, 非합리성으로 표현될 정도로 예측 불가능하고 변칙적인 과정으로 이해되어 왔다. 본 연구에서는 북한이 자신이 설정한 대외 관계 목표와 전략 속에서 나름의 일관된 행위 패턴을 보이고 있다는 점을 추적하여 밝히고자 했다. 북한은 전사의 협상 행태를 보여주며, 중앙통제형 협상 행태, 진지전 과 전격전을 결합한 협상 행태를 보여주는 것으로 정리하였다. ‘불확실성의 세계’에 대해 언급하면서 논의를 정리하였다. 세가지 문제제기를 통해 그 불확실성을 확인하고자 했다. 첫째, ‘과연 상인의 의지와 언어를통해서전사를상인으로변화시키는것이가능한지’, 둘째,‘ 상인이 전사가되어야하는지’, 마지막으로,‘ 전사의세계가자체적으로격동속에서 변태와 진화를 거듭하도록 기다려야 하는 것인지’를 질문하였다. 하지만 사실상 이 모든 것이 불확실성의 세계 속에 존재한다.

This paper explored North Korea’s diplomatic behaviors and tried to find patterns from such behaviors. Analysis object of this essay is not North Korea itself, but negotiation behaviors which North Korea have showed in the South-North talks and North Korea-US negotiations until now. In this essay, North Korea’s negotiation behaviors were likened to that of warrior, and US and South Korea’s behaviors were likened to that of merchant. And especially this paper concentrated upon North Korea’s behaviors shown when North Korea as a warrior and US and South Korea as a merchant encountered each other. In the final conclusion, this paper mentioned about ‘the world of uncertainty’. The world of uncertainty have three questions which are difficult to answer. First question is “Is it possible for warrior(North Korea) to transform into merchant?”. Second is “Should merchant(South Korea and US) transform into warrior?”. And the last is “Do we Have to wait until when the world itself which warrior live now experienced metamorphosis and evolution?”. All these exist in the world of uncertainty.
