일본 시마네현 독도정책의 동향과 방향

본고에서는 독도의 소속을 주장하는 일본 시마네현의 독도정책의 동향과 기조를 분석하고 향후의 전망을 제시하는 것을 목적으로 하였다. 본고에서 밝혀진 것을 정리하면 다음과 같다. 첫째, 죽도문제연구회 제1기와 제2기의 경우, 독도의 역사적 권원을 찾아내는 연구가 중심이던 것이 제3기 이후에는 국제법적 측면과 독도 교육과 홍보의 대대적 강화라는 쪽으로 이동하고 있다. 둘째, 일본 국내에서도 독도교육을 선구적으로 실시해오고 있는 시마네현은 교육자회의(교사협의체)와 연계하는 등 지도안의 작성과 수정을 통해 독도가 일본영토라는 당 위성을 쉽게 인식시키고자 하는 대책을 구체적으로 실현하고 있다는 것이다. 셋째, 시마네현의 홍보자료는 자신들의 역사와 생활 속에서 독도와 어떻게 관련해왔는지를 강조함으로써 독도가 자신들의 향토라는 것을 널리 홍보하기 위해 다양한 방법을 모색하고 있다. 넷째, 그러면서도 매년 「죽도주권 강화를 위한 요망서」를 전달한다든지 「죽도·북방영토 반환요구운동 현민대회」의 개최 등을 통해 정부에 대해 강력한 압력을 전달하는 식으로 시마네현의 독도정책은 추진되고 있다. 이에 대한 우리의 대응으로서, 연구와 정책과 교육·홍보가 상호 긴밀히 연계하여 기능하기 위해서는 대구경북지역 독도연구기관과 경상북도 독도정책과 그리고 관할 교육청이 서로머리를 맞대고 독도 영유권 공고화를 위한 구체적 작업이 우선되어야 할 것이다.

This paper aimed to analyze present circumstance and working of Shimaneken in Japan on Dokdo policy and prospect the trend. Major points of the change were described below. First, the first and second period of Takeshima Study Group activity focused on searching the historical background of Dokdo but the third period moves to the emphasis on international law, education, and the publicize. Second, the pioneering position of Japan to lead Dokdo education by Shimaneken was cooperated with Teacher’s Association(Union) to realize the learning and teaching program for Dokdo territory issue by drawing teaching materials and the amendment. Third, publication materials such as 100 Q&A of Takeshima Issue and, Living in Oki described Japanese living in relation with Dokdo historically waking up the recognition of Japanese throughout the nation. Forth, Shimaneken expand the activity concerning Dokdo policy by submit 「Petition for Takeshima Sovereignty」 or holding 「Prefecture Campaign for Takeshima·North Islands Territory」 to press central Japan government. These activities are managed by 「Takeshima Study Group」 which belonged to prefecture department of general affairs of the bureau to proceed those campaigns. The activities by the prefecture should be reviewed by Korean government for diplomatic response and the regional government of Gyengsangbuk-do concerning Dokdo management. To make it more effective for Dokdo sovereignty and strengthen the activity, practical and close cooperation among research institutions, Dokdo related office such as Gyeongsangbuk-do, and Daegu Metropolitan Office of Education; Gyeongsangbuk-do Office of Education.
