On Restricting Permission of Korean Prostitution License to Control Korean Population Increase in Sakhalin in the 1920s

本論文は樺太の朝鮮人人口が急激に増加した1920年代における朝鮮料 理屋とそこで稼働した朝鮮人酌婦について探り、それらの稼業を制限した 樺太警察部の方針の意図を明らかにすることに目的がある。樺太の朝鮮人 人口が急増したのは1923年と1925年で各年度はその昨年に対して約2倍の 増加を示している。それに伴い朝鮮人が運営する朝鮮料理屋と朝鮮人酌婦 の数も増加する傾向にあった。その結果朝鮮を除いた日本の全地域におい て酌婦․芸妓․娼妓のように醜業に従事した朝鮮人が最も多い地域は樺太 となった。 樺太で醜業に従事する朝鮮人が多いことが朝鮮人の樺太移住を誘因する と判断した樺太庁警察部は1925年に朝鮮人酌婦の出願を許可しない方針を 決めた。當時樺太に移住してきた朝鮮人の多くはロシア領の沿海州や北樺 太に在住したため、それを全部受け入れると樺太内の朝鮮人の統治上望ま しくないと判断したのである。 樺太庁警察部は朝鮮人女性が酌婦になることを許可しなかった。しか し、朝鮮人酌婦は背負った前借金を返すため醜業をやめることはできず、 無許可のまま酌婦活動することと売春行為を認めざるを得なかった結果と なった。樺太警察部の朝鮮人口対策としての朝鮮人醜業の制限は有効では なかったと思われる。

This paper analyzes the Korean Ryouriya (Chosun Yori-ok) and the prostitute in the 1920s when the Korean population of Sakhalin increased sharply. And it aims to clarify the intention of the police department policy that restricted their operation. The population of the Korean people of Sakhalin increased sharply in 1923 and 1925, each year roughly doubled from that of last year. As a result, the number of Korean Ryouriya and prostitutes operated by Koreans also tended to increase. As a result, the region with the largest number of Koreans engaged in prostitution in all areas of Japan except for the Korea area became Sakhalin. Police Department judged that the presence of prostitute invited Koreans to Sakhalin. Many Koreans who moved to Sakhalin at that time resided in Russian territorial Primorsky Krai(沿海州) and northern Sakhalin, so they judged that it was not desirable for the rule of the Koreans. The police department did not allow Korean women to license the prostitute. However, the prostitute was unable to quit the prostitute to return the debt owed back. So it resulted in keeping the prostitution active without permission. It seems that police restriction policy as police department countermeasures against Korean population was not effective.
