국제테러리즘의 변화와 지속성 - 역사적 분석

이 글에서는 국제테러리즘의 변화와 지속성의 본질을 역사적 분석을 통해 재검토해보고자 한다. 이를 위해 우선 테러리즘의 정의와 원인에 관한 논의들을 살펴보고, 국제테러리즘의 전개과정을 테러의 대상과 수법 및 수단을 중심으로 분석해 본다. 끝으로 이를 통해 향후 대테러리즘의 방향을 전망하고자 한다. 기존의 연구들에 의하면, 테러문제의 해결을 위해서는 그 원인을 제거하는 것이 가장 효과적이다. 따라서 테러의 근본원인으로부터 출발하여 대테러리즘에 접근해야한다. 그러나 테러리즘의 근원 제거는 매우 긴 시간을 필요로 하며, 어찌 보면 요원한 문제일 수도 있다. 전통적 테러리즘은 소규모의 폭력성을 보여 온 데 반해 탈냉전 후의 뉴테러리즘은 핵, 화학, 생물 학, 방사능물질을 이용한 대규모 폭력성의 슈퍼테러리즘 형태로 나타나고 있다. 더욱이 뉴테러리즘은 매우 비이성적 행태를 보이며, 따라서 최선의 대응책은 예방정책이 있을 뿐이고, 근원제거의 억제 효과는 거의 기대할 수 없어 보인다. 따라서 대테러리즘의 이념은 실용적 관점에 초점을 맞출 필요성이 제기되고 있다. 각국의 대테러리즘은 테러행위의 억제라는 측면에서 이루어지고 있다. 그리고 대부분의 국가에서 국제적 대테러 공조를 강조하면서 국제협력을 강화해나가고 있다. 뉴테러리즘 또는 슈퍼테러리즘이라 불리는 오늘날의 국제테러리즘의 성격과 내용으로 볼 때 국제협조를 통한 공동대응은 불가피하며, 대량살상무기에 의한 전쟁 수준의 무차별적 공격에 대응하기 위해서는 국가간ㆍ지역간 공동대응이 가장 효과적이다.

This paper examines the change and continuity of international terrorism by historical analysis. In order to accomplish this, to begin with, this paper reviews the discussion on the definitions and causes of international terrorism. And this paper analyzes the historical development of international terrorism in the dimension of the target, strategy and means of terror. Finally, this paper will foresee the direction of counter-terrorism in the future. The established research results show that the elimination of terror causes is the most efficient method to terminate terrorism. But it is impossible that terrorism disappears in the world. Therefore counter-terrorism have to focus on the practical view-point. Many states are strengthening the international cooperation of counterterrorism in the aspect of the restraint of terror. Inter-state and inter-regional cooperative response is the most efficient to defense the indiscriminate attacks by terrorist groups.
