영남 지역주의의 변화

본 논문은 최근의 총선과 대선에서 영남 지역주의가 이전보다 강화되었다는 일부 주장에 대해 실제는 어떠하였으며, 왜 그런 인식이 들게 되었고, 현행 지역주의를 해소할 수 있는 방안은 무엇인가에 대해서 살펴보았다. 총선에서 영남을 기반으로 하는 정당의 영남 의석점유율은 최근의 두 번 선거에서 상당히 강화되고 있었다. 하지만 득표율 면에서는 영남기반 정당과 후보는 총선과 대선에서 최근에 두드러진 상승을 보이지 않았지만, 호남기반 정당은 선거가 치러짐에 따라 지속적으로 득표율을 상승시키고 있었다. 따라서 총선과 대선의 결과를 전체적으로 고려할 때, 영남의 지역주의는 일부의 주장과는 달리 반드시 강화의 길로 나아가고는 있지 않음을 확인할 수 있었다. 실제와는 달리 영남 지역주의가 강화되고 있다는 인상을 가지게 된 이유로서는 유권자의 의사를 보다 정확하게 제시하는 득표율보다는 의석점유율이라는 표면적인 측면에만 과도하게 주목해 왔다는 점, 그리고 영남에서 호남기반 정당 및 후보가 얻어 왔던 득표율의 변동에 대해서는 경시해 왔다는 점을 들 수 있다. 이런 결과를 바탕으로 지역주의를 해소할 수 있는 방안은 제도적인 측면에서 두 가지 방향으로 모색해 볼 수 있다. 먼저 국회의원 선거에 있어 현행 소선거구제 중심의 제도를 비례대표적 성격이 보다 많이 가미되는 방향으로의 개정이다. 둘째, 지역주의는 총선보다는 대선에서 격화되는 경향이 있으므로, 대통령중심제를 의원내각제로 변경하는 것도 고려해볼만 하다.

This paper have focused on the dynamics of the Youngnam regionalism , in especially general elections and presidential elections after 1987. In the recent 2000 and 2004 general elections, the so called Youngnam parties that was based on Youngnam province, have increased the rate of parliamentary seats in this area. But the Youngnam parties have not polled votes so many in the recent general elections and presidential elections. Conversly, the parties that was based on Honam province, have increased continuously the number of votes obtained in the Youngnam province. Given the outcome of the recent general elections and presidential elections, we can confirm that the regionalism of Youngnam have not been strengthened so much. I will tell the two reasons why we have been gotten the image that the Youngnam’s regionalism have been strengthened very strongly in the recent elections. First, we have only focused on the rate of parliamentary seats than the number of votes obtained, that could reflect constituent react more properly. Second we have disregarded the changes of rate of votes that the Honam parties and candidates have obtained in the Youngnam province.
