What is the Status and Prospect of Russian Science and Technology: Through the Approach of Historical Institutionalism

In order to identify the status quo and prospect of Russian Science and Technology, this paper tries to answer the research questions such as the main factor of risk and potentiality of development, situated in Russian Science and Technology. In doing so, this paper applies historical institutionalism which contributes to get more articulated and sophisticated analysis. With a framework of separated level and period, the way of interacting among different S&T institutions and variables is examined. To articulate variables, this paper classifies each time with three layers. The result shows that the variables at micro level do not work well with another while the variables both at macro and meso level are working well each other. It implies that the variables such as the labor conditions for scientists, societal recognition and number of researchers are needed to be improved. Along with the feature that this paper analyzes interaction among variables at different layers, it can show its result in a sophisticated way. In addition, this paper suggests that further research is needed to be done with behavioral and epistemological variables.
