세계대전의 그늘에서 : 헝가리 수상 베틀렌 이슈트반의 외교정책

이 논문은 전간기 헝가리의 수상으로서 ’가장 위대한 헝가리인’으로 칭송받는 베뜰렌 이쉬트반의 외교정책의 형성과정과 내용, 특성, 현실정치에서의 적용과 그 결과를 다루고 있다. 베뜰렌 수상의 외교정책은 기본적으로 양차 세계대전에 의하여 탄생하게 규정되어졌다. 즉, 헝가리가 제1차 세계대전에 패배한 시점에서 그의 외교정책이 시작되었고, 제2차 세계대전이 끝나는 지점에서 절망적인 결과로 종료되었던 것이다. 그는 오스트리아-헝가리 제국의 붕괴 후 몇 달 만에 헝가리의 외교정책을 수립하는데 있어 가장 중요한 역할을 담당했었으며, 반혁명 그룹의 국제 관계를 담당하는 중요한 업무를 수행하였다. ’실지회복’을 주 목표로 했던 베뜰렌 수상의 외교정책은 현실적인 한계와 주변 국가와의 관계 속에서 실현되지 못하였다. 결국 제2차 세계대전의 종전과 더불어 헝가리의 영토는 1차 대전시 상실된 그 영역을 그대로 유지하게 되는 불운한 결과를 맞게 되었다.

This paper deals with the formation of István Bethlen’s foreign political thinking and to present him as one of the makers of inter-war Hungarian foreign policy. I try to describe in this paper that Bethlen’s foreign political concept –although it did contain some important permanent elements – was, naturally, exposed to various changes as far as details were concerned. He had an important part in shaping Hungarian foreign policy as well. Within a few moths after the collapse of the Austro-Hungarian Monarchy, he became quite an authority in the “counter-revolutionary” camp in international matters. István Bethlen’s diplomatic activity was framed by the two World Wars. His career in foreign policy started in the time of Hungary’s dissolution after World War I and finished during the country’s disastrous collapse at the end of World War II.
