전후 독일사회의 근대화와 의회민주정에 관한 인식

The Recognition on Modernization and Parliamentary Democracy in Postwar German Society - Focusing on a Case of ‘Behavioral Group(TAT-Kreis)’ in the Weimar Republic -

유럽에서 역사학은 국민 국가의 민족 정체성 수립에 큰 역할을 하였고, 이러한 역사학에 기반하여 근대 국민 국가는 민족에서 존립 근거를 찾으려 하였다. 더욱이 독일은 1차 세계대전을 겪으며 국가체제의 변동이 함께 일어났기 때문에 이러한 현상은 독일에서 더욱 강하게 나타났다고 할 수 있다. 1차대전 후 독일에 수립된 바이마르 공화국은 최초의 의회 민주정 체제이다. 그런데 바이마르 의회민주정 체제에 대한 독일인들의 인식은 다소 부정적이었고 그것은 승전국의 전후 처리 결과물이라는 인식으로 확대되었다. 서구에 의해 수립된 의회 민주정 체제인 바이마르 공화국을 비판하는데 앞장 선 자들은 보수 혁명 운동가들이었다. 보수 혁명 운동가들은 바이마르 의회민주정체를 독일 전통에 이질적인 존재라고 비판했고, 패전으로 외부 승전국 세력에 의해 강제로 수립된 체제라고 평가했다. 바이마르 공화국 의회 민주정의 부침(浮沈)에는 보수 혁명론가들의 반(反)공화주의적인 관점이 상당히 영향을 끼쳤다고 볼 수 있다. 따라서 이들 보수 혁명론가들의 활동사항과 이론 등을 살피는 것이 의회 민주정 체제인 바이마르 공화국 몰락 배경의 한 면모를 보는 것에 도움이 될 것이다. 본 글에서는 독일 최초의 의회 민주정부침(浮沈)에 독일 우파 지식인들이 어떠한 영향을 끼쳤는지, ‘행동그룹’의 사례를 통해 알아보고자 한다.

The history in Europe played a great role in establishing the national identity of a nation state. Based on this history, the modern nation-state tried to seek a ground of existence from ethnic group. Furthermore, Germany went through changes in a national system together while suffering from the World War I. Thus, this phenomenon can be said to have been shown more strongly in Germany. The Weimar Republic, which was established in Germany after the World War I, is the first parliamentary democratic system. By the way, Germans perception on the parliamentary democratic system of Weimar was a little negative. It was expanded into the recognition called the output of the postwar settlement in a victorious country. Those who took the lead in criticizing the Weimar Republic, which is the parliamentary democratic system established by the West, were conservative revolutionary activists. The conservative revolutionary activists criticized the parliamentary democratic system of Weimar as the heterogeneous existence to the tradition in Germany and evaluated it as the system that was forcibly established by the external power of a victorious country due to a lost war. The rise and fall in the parliamentary democracy of the Weimar Republic can be considered to have been considerably influenced by the conservative revolutionists viewpoint of anti-republicanism. Accordingly, what examines activity matter and theory in these conservative revolutionists will be helpful for seeing one aspect of the background with a collapse in the Weimar Republic, which is the parliamentary democratic system. This writing aims to examine which influence the right-wing intellects in Germany have upon the ups and downs in the first parliamentary democracy of Germany through a case of ‘behavioral group’.
