The Presidency of Diaz was a time of significant change in Mexico. Diaz’s attempts to consolidate his political and economic over the nation. His political rule was personalistic and the authority of the executive embraced the branches of government and extended over the governors of the provinces. For the state of Yucatan, an area which was geographically isolated and far removed from the federal government in Mexico city, the Porfiriato introduced a series of changes which affected the political, economic and social structure of state. The policies of the new administration had great effect in the Yucatan. The outraged businessman pointed the finger of blame at the state Secretary of the Treasury, who in a public letter denied that he had anything to do with the bank under his control. The Secretary was Olegario Molina. Several private firms sprang up, but they were pygmies against Morgan, and realizing their weakness they pressed for a government agency; they were obliged with the Regulating Commission of the Henequen Market.
