The Analysis on Memorandum on the Statute of Artificers

This study is purposed to understand Memorandum on the Statute of Artificers in 1573. Study on Memorandum on the Statute of Artificers is necessary to be done to understand the Statute of Artificers in 1563 too. Those engaged in urban commerce and industry, and the interest of agriculture as landowners in the country could not but have difficulties in storing wealth not only by accumulating production means like materials, instruments or land, but also by increasing production of surplus value, through such labor control as binding mobile labor force, compelling either long hours of labor or cheap wage-labor. Moreover, Tudor government under the reign of Elizabeth I had to face the state of deficit finance which is brought by a rice prices, the increase of war expenditure, a rise in the standard of living, and the fashion of an extravagant style of living and so on when it was hard to increase income by means of customs and subsidies because of such social and economic trends. For Tudor government under the reign of Elizabeth I, continually suffering from the state of deficit finance, the diminution of main revenues like customs and subsidies was heavily threatening security of the Royal House and of the commonweath when it was extremely hard to collect money legally from the people except customs and subsidies. Tudor government under the reign of Elizabeth I, therefore, set up the policy which is quite synthetic and inclusive to meet all these social and economic trends efficiently. That was the enforcement of the Statute of Artificers. For all the enforcement of the Statute of Artificers, all these social and economic trends still continue. Memorandum on the Statute of Artificers in 1573 like the Statute of Artificer in 1563 reflects all these social and economic trends after the enforcement of the Statute of Artificers. To face all these social and economic trends after the enforcement of the Statute of Artificers, the Tudor government under the reign of Elizabeth I tried to control all these social and economic trends to reinfoce and enforce all regulations of the Statute of Artificers. This can be examined reviewing the Memorandum, which is intended by the Tudor government under the reign of Elizabeth I to ascertain whether the Statute of Artificers were enforced, and strenghen the enforcement of the Statute of Artificers.
