전자민주주의 구현을 위한 최근 논의에 관한 소고

Study on Electronic Democracy and implement Internet voting system

오늘날 정보통신혁명은 정보를 더 빠르게, 더 값싸게, 더 다양하게 국민에게 공급함으로써 국민은 정치에 관해 더 많은 정보를 가지게 되고, 그를 바탕으로 최선의 합리적 선택을 할 수 있게 되었다. 또한, 정치, 정치인에 관한 정보를 상시 공개함으로써 정치의 투명화에도 진전을 이뤘다. 나아가, 고비용 저효율 정치의 문제점도 많이 해결되었다. 전자민주주의는 사 이버 공간을 이용하여 정치 비용을 획기적으로 줄여줌으로써 깨끗한 정치의 실현도 가능하게하고 있다. 이러한 정보통신서비스를 통해 정치인들은 유권자의 요구를 빨리 정확하게 파악할 수 있고 그 요구를 정치과정에 수시로 반영할 수 있게 됨으로써 책임정치도 실현할 수있게 되었다. 다만, 현재 전자정부법과 공직선거법, 정치자금법 등에서 전자민주주의 구현을 위하여 전자투표, 인터넷 정치자금모금과 선거운동 등에 관한 규정이 제정되어 시행되고 있으나, 예산상, 기술상, 홍보상의 문제 등으로 전자민주주의의 정점에 있다고 할 수 있는 전자 투표는 물론 인터넷 정치자금모금은 생각했던 만큼 현실화되지 못한 상황이다. 앞으로 이러한 기술상, 홍보상 문제를 속히 극복하여 전자투표 등 전자민주주의가 실체적으로 구현될 수 있도록 정부와 학계 모두 힘써야 할 것이다.

By making people declare their political intention freely, It will begin to pay attention to the politics and It is encouraging phenomenon that It will be turning point to lead the political participation much more easily. Information society agenda has been in discussion for over 20 years in Korea. In all sectors of society, informatization is being pursued vigorously and discussions about the effects of informatization is beginning to take place. However, there is one sector n which not only has there been no discussion about the effects of information but even discussions of weight about informatization itself has not taken place. That sector is informatization of democracy, the decision making system of the state. Recently, there has been some active discussions taking place in other democracies and in Korea various forums and projects have been or are beginning to be launched. There was a need to approach electronic democracy from a policy perspective and that is the reason I have taken up this research. In this study, basic concepts and policy issues concerning electronic democracy has been analyzed with the objective of building a policy framework for creating electronic democracy policies. In the latter section some preliminary policy recommendations are proposed. What this study differs from previous research is that it recognizes and stresses the existence of diversity of issues which comprise electronic democracy and that this complexity must be accounted for and coordinated when formulating and implementing electronic democracy policies. One step further, In view of Constitution, It is a picture of realizing true democracy. In this way, we should take correlation with the Political Participation and E-Democracy on SNS into consideration. Based on this, We plan to make a study by focusing on the true meaning of democracy for the next election and seek improvement for political participation as well as promoting the realization of representative system.
