대학기본역량진단 평가지표 분석 연구: 고등교육의 질 개념을 중심으로

An Analytical Study on Evaluation Index of Korean University: Based on the Conceptualization of Higher Education Quality

본 연구는 대학의 질 개념에 근거하여 대학기본역량진단의 평가지표의 특징 및 문제점을 진단해보고 향후 대학평가의 개선 방향을 제언하는 데 목적이 있다. 이를 위해 먼저 문헌고찰을 통해 고등교육의 질 개념을 정의하였고, 타당성, 포괄성, 적합 성의 준거에 따라 평가지표를 분석하였다. 연구결과, 첫째, 새롭게 포함된 ‘책무’와 ‘구성원의 참여·소통’ 지표는 대학의 책무성에 관한 명확한 개념 정립 후 평가지표로 제시될 필요가 있었다. 둘째, 정량적 정성평가로 측정되는 몇 가지 지표들은 현장 실 태조사를 수반하여 측정되어야 함을 알 수 있었다. 셋째, 포괄성 측면에서 대학의 기능(교육, 연구, 봉사)중 연구, 봉사와 관련된 내용을 더욱 적극적으로 측정할 필요가 있었으며, 적합성 측면에서 일부 평가지표는 다양한 고등교육 이해관계자(학생, 학 부모, 대학 관리자, 정부 관료 등)의 요구를 충족시킬 수 있도록 평정기준을 보완할 필요가 있었다.

This study aims to analyze the evaluation index of University Basic Competency Diagnosis based on the concept of university quality and provide a future direction for improvement of university evaluation. The concept of quality in higher education was defined for this study in advance. The evaluation index was analyzed in accordance with the criterion of validity, inclusiveness and relevance. As a result of research, first, a solid concept of the newly included accountability and participation and communication of members indicators needs to be established and presented as an evaluation index. Second, some indicators measured by qualitative assessment with quantitative methods should be rated with field survey. Third, a more aggressive measurement on research and service among functions of universities is required in terms of inclusiveness and the indicators in terms of relevance are required to be measured in a comprehensive manner that meets the specific needs of a variety of higher education stakeholders(students, parents, university administrators, government officials, etc.).
