Given that the notion of null expletive meets theoretical difficulties within the minimalist framework of Chomsky(1995, 2000, 2001, 2008), it is true that the theory of null expletive licensing has been weakened. For this reason, the purpose of this paper is to investigate how the null expletive can be licensed within the minimalist theory and to provide a new analysis of it. More specifically, we have argued that null expletive pro is no longer an empty category which is base-generated in Spec-TP or moved to this position, but a null copy of the verb which has moved to Spec-TP, based on the hypothesis of Head Movement to Spec proposed by Toyoshima(2001), Matushansky(2006), Vicente(2007), among others. In favor of existence of Spec-TP, we have presented various constructions such as Binding and Control construction, Spanish fronted quantifier construction and Arabic expletive construction. And as empirical evidence supporting our hypothesis, we have analysed a bound variable construction in Caribbean Spanish and Brazilian Portuguese and a verbless sentence in Arabic.
