행정학 및 정책학 연구에서의 회귀단절 설계의 활용 가능성 탐구

Exploring the Applicability of Regression Discontinuity in the Fields of Public Administration and Public Policy

본 논문에서는 행정학 및 정책학에서 인과적 추론을 이용한 연구가 보다 활성화되기를 촉진하고자, 인과효과를 추정하는 데 있어서 비실험적 상황의 관측 자료를 사용함에도 자연실험으로서 무작위배정실험과 가까운 효과를 가져올 수 있는 회귀단절 설계 방법을 소개하고자 한다. 구체적으로 회귀단절 설계의 기본 원리와 필요한 가정들과 식별전략을 살펴보고, 회귀모형을 이용한 모형화의 방법들을 소개하며, 회귀단절 설계의 종류로서 계단형 회귀단절과 경사형 회귀 단절을 비교하고자 한다. 아울러 한국 행정학 및 정책학 영역에서 회귀단절 설계가 많은 장점에도 불구하고 매우 드물게 사용되고 있음을 보이며, 앞으로 회귀단절 설계를 사용하여 연구를 진행할 연구자들을 위하여 반드시 확인해보아야 할 사항 또는 쟁점들의 체크 리스트를 제시한다.

This paper aims to introduce a regression discontinuity design (RDD) in order to prompt causal inference studies in the fields of public administration and public policy. RDD recently gains popularity in social science as a natural experiment that is useful for causal inference, in that it estimates an non-experimental but as-if-random effect that would be close to any experimental effect derived from a randomized controlled trial (RCT). The paper sections explain the basic principles, necessary assumptions, identification strategies, and the modeling methods in RDD, in addition to the comparison of sharp and fuzzy RDD types. At the end, the authors show the current underutilization of RDD in the public administration and public policy fields in Korea, and they provide an issue checklist that would be useful for those who want to apply RDD to their studies.
