재난대응체계 영향요인 탐색 및 구조화

A Model of Disaster Response System: The Case of Korea

국가의 재난관리체계는 다양한 문제점 및 요인을 종합적으로 분석하는 것이 선행되었을 때, 제한된 예산의 범위 내에서 가장 효율적이고 효과적으로 기존의 체계를 보완할 수 있다. 본 연구는 국내에서 발생한 다양한 재난대응 과정에서 제기된 문제점을 중심으로 분석을 실시하고, 범주화함으로써 보다 일반화된 영향요인과 분석모형을 마련하고자 하였다. 이를 위하여 본 연구는 방대하게 수집된 자료를 대상으로 귀납적 메타분석을 실시하였다. 분석 결과 현재 우리나라의 재난대응체계에서는 제도적인 문제보다는 실행측면의 문제가 두드러지게 나타나고 있으며, 그 중에서도 상하 기관 간의 수직적 연계문제와 협력을 요하는 다수 기관 간의 수평적 협력관계에서 문제가 두드러지게 나타나고 있었다. 즉, 지속적인 제도의 개선과 매뉴얼의 정비를 통하여 재난 대응에 있어서 제도적인 문제는 개선이 이루어지고 있다. 그러나 이러한 제도를 효과적으로 운용하기 위하여 기관 간 유기적인 협력 및 전문적인 인력의 운영이 뒷받침 되어야 함에도 불구하고 이 부분에서 많은 문제점을 노출하고 있는 것으로 나타나고 있다. 따라서 향후 효과적으로 재난에 대응하기 위해서는 실행측면에서 나타나고 있는 문제점을 개선하기 위한 방안이 우선적으로 논의 될 필요가 있다. 본 연구는 한국의 재난대응체계를 종합적으로 진단하고 개선책을 마련하는데 시사점을 제공하고자 하였으며, 연구에서 제시하고 있는 분석결과 및 정책적 제안은 최근의 행정안전부 조직 및 인사개편을 통하여 그 적실성이 확인되고 있다.

The national disaster management system can improve the existing system most effectively and efficiently within a limited budget when a comprehensive analysis of various problems and factors is undertaken. The purpose of this study is to explore a more generalized causal model by identifying the problems in the various disaster response processes in Korea. For this purpose, this study conducted an inductive meta-analysis on a vast amount of data. This study found that the problems in Korea s disaster response system appeared in the stage of implementation rather than policy and/or institutional arrangements. In particular, problems have arisen in the vertical cooperation among the upper and lower organizations and in the horizontal cooperation among the multiple institutions requiring cooperation. Therefore, in order to effectively cope with disasters in the future, it is necessary to first discuss measures for improving the problems in the implementation stage.
