지역개발아동후원에 따른 후원아동과 비후원아동 간 격차 변화 분석

Analyzing the Change in the Gap Between Sponsored and Non-sponsored Children Caused by the Community Development Project with Child Sponsorship: Pre-post Analysis of the 2nd Phase Education Project in Kenya

연구목적: 월드비전이 케냐 앙구라이 지역에서 수행한 지역개발 아동후원의 교육사업 성과를 종결 시점 전후로 비교함으로써, 후원아동과 비후원아동 간 격차 변화와 그 원인을 분석하였다. 연구의 중요성: 아동후원의 효과성 평가는 거의 이루어지지 못한 상황이며, 이를 수행한 연구들도 대부분 아동후원방식 중 지역개발아동후원이 아닌 시설 아동후원이나 아동가족후원에 국한되어 수행되었다. 특히 지역개발아동후원 에 따른 사업이 후원아동과 비후원아동 각각에 어떠한 영향을 미치는지, 집단 별 변화양상을 분석할 필요가 있다. 연구방법론: 매칭을 통한 이중차분모형(CEM-DID)을 적용하여 2011년과 2016년의 평가자료를 분석하였다. 연구결과: 후원아동이 비후원아동에 비해, 사업 이전보다 이후에 더 좋은 취학률과 출석률을 보였으며, 특히 사업 이후 후원아동에 비해 비후원아동이 더 긍정적인 변화를 보이며 두 집단 간 격차가 줄어드는 것으로 나타났다. 결론 및 시사점: 지역개발아동후원은 후원아동뿐만 아니라 비후원아동에게도 긍정적인 영향을 미칠 수 있다. 특히 마을의 자립을 위해 자생적인 교육기금을 형성하고 활용하는 사업방식은, 후원아동에 집중되었던 지원을 비후원아동에게도 분산하여 이들 간 격차도 축소시키는 spill-over 효과로 이어질 수 있다.

Purpose: Analyzing the change in the gap between sponsored and non-sponsored children by comparing the pre-post results of education projects conducted by World Vision in the Kenyan Angurai region. Originality: Studies assessing the effectiveness of child sponsorship are scarce. Most of the studies dealing with the topic have been conducted only on IICS (Individual/institutional Child Sponsorship) or IFCS (Individual/Family Child Sponsorship), but not on CDCS (Community Development Child Sponsorship). Therefore, it is necessary to analyze the impact of projects under CDCS on both child groups, sponsored and non-sponsored. Methodology: Difference-in-difference model with CEM (Coarsened Exact Matching) using evaluation data for 2011 and 2016. Result: Sponsored children performed better than non-sponsored children, and their enrollment rate and attendance rate were found to be higher after than before the project. In particular, non-sponsored children showed more positive results than sponsored children after the project, indicating that the gap between the two groups was reduced. Conclusion and Implication: CDCS can have a positive impact on non-sponsored children as well as on sponsored children. In particular it was identified that, the self-sustaining way that World Vision helped the community collect the sub-district education funds and manage them for the self-reliance of the village, could lead to the spill-over effect of distributing support from sponsored children to non-sponsored children, thereby reducing the gap between them.
