교육개발협력 ICT 사업의 글로벌 동향과 지역별 특성에 관한 분석: 월드뱅크 프로젝트를 중심으로

A Study on the Trend Analysis of Educational ICT ODA Projects focused on The World Bank Group

본 연구의 목적은 개도국과 저소득국가 대상 교육개발협력사업 ICT 현황을 분석하여 교육 ICT ODA 실천 과정에 나타난 글로벌 동향과 지역적 특성이 무엇인지를 알아보는데 있다. 이를 위해 월드뱅크의 교육 ICT 프로젝트들을 대상으로, 약 20년간(1994∼2016) 6개 지역(라틴아메리카·캐러비안, 유럽·중앙아시아, 동아시아·태평양, 남아시아, 중동·북아프리카, 아프리카)에서 시행·완료된 관련 프로젝트들의 통계자료와 문헌자료를 수집하여 영역과 주제별 구성요소에 나타나는 특징들을 분석하였다. 이에 대한 주요 연구 결과는 다음과 같다. 첫째, 월드뱅크의 교육 ICT 프로젝트는 새천년개발목표 기간인 2000년∼2013년에 집중적으로 실행되었고, 초등과 고등교육이 가장 높은 비율로 나타났다. 둘째, 지역별 자금 규모에서는 아시아 권역이 가장 높았고(58%), 아프리카는 가장 낮은 반편 프로젝트 개수는 가장 많은 것으로 나타나 소규모·단기 프로젝트들이 많았다. 셋째, 프로젝트 영역별 구성요소를 살펴보면, 교육과 ICT와 더불어 공공행정이 약 20% 내외의 높은 비율을 차지하고 있어, ICT 기반 교육 행정 시스템 구축에 관한 프로젝트가 다수 포함되어 있었다. 지역별로는 유럽·중앙아시아가 교육의 비율이 높고(59%), ICT(2%)가 아주 낮게 나타난 반면, 동아시아·태평양과 라틴아메리카·캐러비안 지역은 교육, ICT, 공공행정 순으로 비교적 고르게 분포되어 있으면서, 초등교육보다는 고등교육과 성인·평생교육의 비율이 높았다. 넷째, 사업 주제별로는 교육이 포함되어 있는 인력개발·젠더(48%)와 민간영역개발(26%)이 전체 프로젝트에서 큰 비중을 차지하였고, 모든 지역에서 교육의 요소가 차지하는 비율이 90% 이상이었으나, 아프리카의 경우 보건시스템, 젠더가 일부 포함되는 특징을 나타내었다.

This study analyzed how educational information & communication technology (ICT) had been implemented targeting developing and low-income countries in the form of ODA projects in order to understand global trends and regional characteristics. On this purpose, this study conducted a systematic literature review on the education ICT projects in six regions from World Bank official database in the aspect of project sector and theme. The results of this study are as follows. First, the projects were intensively implemented and funded during 2000∼2013 in relation to development goals. Second, Asian region took the highest ratio(58%) in a total project account, while in Africa, the number of projects implemented was the largest, but the ratio of funds was relatively low due to the high proportion of small-scaled and short-term projects. Third, education, public administration, and ICT are core components in sector. Finally, by theme, workforce development·gender and private sector development accounted for 70%. This study showed the key words presented in the global trends of educational ICT ODA projects implemented by World Bank and suggested for future directions based on the research results.
