본 연구는 서민들이 주요한 주거공간이 소규모 공동주택의 자산 가치를 증대하기 위한 제도적 개선방안을 건설, 관리, 재건축 및 리모델링 과정으로 구분하여 사례분석을 통한 문제점 도출과 그에 대한 개선방안을 분석하였다. 먼저, 건설과정의 문제해결을 위해 주택 최소성능 담보 기준마련, 시공품질관리 감독, 건축주의 직접시공 금지사항을 준수하여 비상주감리제도의 비리를 해결하도록 한다. 다음은 관리과정은 자체별로 상이한 지원방침을 일원화, 안점점검 의무화, 입주자대표회의 구성과 관리규약 제정에 관한 컨설팅 지원하고, 관리비 부과 내역 등 공개 의무화로 관리비 관련 분쟁 해소한다. 영세한 소규모 공동주택의 주택관리사(보) 공동배치 방안의 도입을 모색한다. 소규모 공동 주택의 효율적 관리를 위해 장기수선계획을 수립하도록 하는 방안을 마련하고, 이를 위한 장기수선 충담금의 적립의무화와 지원방안을 제도화할 필요성이 제기된다. 마지막으로 재건축과 리모델링을 위한 안전진단을 비용과 소요시간 절감을 위해 진단 횟수를 줄이고 전문기관을 확대하는 방안, 리모델링 초기사업비 지원방안, 다양한 건축방식 개발을 인센티브 제도로 유도하는 제도 등을 마련할 필요가 있다. 소규모 공동주택의 자산관리는 도시재생과 서민의 주거안정이라는 측면에서 공공의 관심과 지원이 절대적으로 필요한 사안이다.

It also plans to establish a long-term repair plan for small-scale apartment buildings under 20 generations, and establish mandatory plans for supporting long-term nematode subsidies for small-scale apartment buildings under 20 generations.
