서울시 공유재산 관리체계와 재정자립도 향상을 위한 활성화 방안

A Study on the Improvement Plan of Local Collective Goods Management System and Financial Self-reliance

공유재산의 공개는 해당 자치단체의 주민들에게 필요한 필지에 대해서 임대 또는 매수가 수월하여 자치단체에 경제적 이익을 주고, 자치단체장의 자의적인 판단에 의해 일몰비용이 발생하는 것을 억제하여 자치단체에 경제력을 향상시키기도 하는 장점이 있다. 공유재산은 ｢공유재산및물품관리법｣에 의해 철저히 관리가 필요 하나 자치단체의 사정에 의해 부실하게 관리되고 있다. 인터넷 포탈사이트에서 서울시를 포함한 26개 자치단체는 공유재산을 어떻게 공개하고 있는지를 장기간에 걸쳐서 조사해 본 결과 공유재산을 공개한 자치단체는 19개 자치단체로 73.07%로였으며, 전국평균 32.3%보다는 높았다. 공유재산의 공개와 공유재산의 목록을 찾는 단계, 공유재산 목록 작성과 사진 및 지도 첨부 그리고 상세한 설명 여부, 관리부서 여부, 심의위원회구성 여부에 대해서 조사하였고, 해당 자치단체의 공유재산의 필지, 공유재산의 금액, 인구, 재정자립도를 정리하여 ｢공유재산 활용비율｣을 새롭게 도안하였다. 이렇게 조사하고 분석한 결과를 바탕으로 재정자립도 향상을 위한 공유재산 활성화방안을 제시하였다. 일반인에게 적극적인 공개 필요, 공유재산 관리부서 일원화, 공유재산심의위원회 필히 구성, 공유재산정책학회 적극적인 활용, 재정자립도 증가를 위한 방안, 공유재산 관리자의 정기적인 교육 등 여섯 가지로 어느 하나 소홀히 할 수 없는 방안인 것이다.

Local governments charge loans to improve their financial independence. The losure of shared property has the advantage of improving the economic power of local governments by restricting the occurrence of sunset costs by the arbitrary judgment of the head of the local government, giving economic benefits to the local governments by easily leasing or buying the parcels necessary for the residents of the local government. Shared property is strictly managed by the Shared Property and Goods Management Act , but it is managed poorly by the circumstances of local governments. On the Internet portal site, 26 local governments, including Seoul City, surveyed over a long period of time how they disclosed their shared property. As a result, 19 municipalities disclosed their shared property to 73.07%, which is higher than the national average of 32.3%. We examined the public property disclosure and the list of shared property, the list of shared property, the list of shared property, the details of the description, the management department, and the composition of the deliberation committee. Based on the results of this investigation and analysis, we proposed ways to revitalize shared property to improve financial independence. The government should not neglect the six measures: the need for public disclosure, the unification of the shared property management department, the establishment of a shared property review committee, the active use of the public property policy society, the plan for increasing financial independence, and the regular education of the public property manager.
