고구려의 대남제외교와 그 성격

The Characteristics of Koguryo(高句麗) s Diplomatic Relations with Southern Qi(南齊)

이 글에서는 송‧제 교체 이후 국제관계를 염두에 두면서 고구려의 대남제외교의 양상을 살펴보고 그 성격에 대해 검토해 보았다. 이해의 편의를 위해 양국의 교류 기사를 중심으로 장수왕대와 문자왕대로 시기를 구분하였다. 장수왕대 고구려는 대송외교의 연장선 위에서 남제와 교류하였지만 활발하지는 않았다. 남제는 대외교섭의 범위가 송에 비해 좁았으며 선진문물 요청에 제한을 두는 등 주변국을 끌어들일만한 매력이 적었다. 이에 고구려는 대북위외교에 집중하였으며 더욱이 남제와 백제의 교류를 막기도 하였다. 이로 인해 남제의 고구려에 대한 불만과 불신도 커져갔다. 문자왕대 고구려와 남제의 교류가 일시 재개되었다. 남제는 세력이 약화된 유연이나 배례문제로 관계가 틀어진 토욕혼의 도움을 받을 수 없는 상황에서 북위를 견제할 세력으로 고구려말고는 찾기가 어려웠다. 또한 무제가 죽은 이후 남제의 정치적 불안은 더욱 커졌으며 남제와 북위의 공방도 이어졌다. 하지만 고구려는 남제와 북위의 대립에 직접적으로 관여하지 않은 채 사 태를 관망하였으며 이후 대북위외교를 이어나갔다. 이상의 검토를 통해 볼 때, 고구려의 대남제외교는 남제의 요청에 따라 추진된 면이 강하였다. 이는 북위에 비해 국력에서 열세였던 남제가 자구책의 일환으로 유력국가였던 고구려를 포섭하려는 측면이 있었음을 추정해 볼 수 있다.

This paper examined the aspects and characteristics of Koguryo s diplomatic relations with Southern Qi. During the reign of King Changsu(長壽王), Koguryo intermittently interacted with Southern Qi as a continuation of diplomatic relations with Song(宋). Southern Qi had a narrow range of foreign relations compared to the Song, and there was little appeal to neighboring countries as the Southern Qi limited their requests for advanced cultural objects. As a result, Koguryo kept up a lively exchange with the Northern Wei(北魏) and further prevented the exchange between Southern Qi and Paekche(百濟). Such attitudes aggravated the distrust and discontent of the Southern Qi towards Koguryo. The exchange between the two countries were temporarily resumed during the reign of King Munja(文咨王). Except for Koguryo, Southern Qi was having difficulty finding a country which was able to deter the Northern Wei. This was because Rouran(柔然) had weakened and Southern Qi had gotten into a bad relationship with the Tuyuhun(吐谷渾). In addition, the political unrest of Southern Qi became even greater and the war with Northern Wei continued. However, Koguryo observed the development of the situation and did not engage in the confrontation between Southern Qi and Northern Wei. Through the above review, Koguryo s diplomacy with the Southern Qi moved in accordance with the requests of the Southern Qi.
