최근 제주도 지역에서 입춘을 전후해 닷새간 이어졌던 이례적인 폭설로 큰 피해가 발생하였다. 폭설로 인해 제주국제공항 활주로가 임시 폐쇄되고 도로 곳곳이 통제되는 등 많은 피해가 발생하였다. 이처럼 대설로 인한 피해는 직접피해 뿐만 아니라 간접피해에 해당하는 교통피해에 큰 영향을 미치는 것으로 판단되었다. 따라서 본 연구에서는 대설로 인한 고속도로 교통혼잡비용에 따른 효과적인 대응대책 방안을 제시하고자 하였다. 고속도로의 교통혼잡비용은 적설상황에서 발생하는 노선별 시간당 지체대수와 통행목적별·차종별 평균 재차인원, 고속도로 이용 차종비율, 시간가치 비용과 기타비용의 비율을 이용하여 계산한다. 계산 결과 고속도로에서 발생하는 교통혼잡비용은 연간 약 426억 원으로 추정되었고 이를 바탕으로 대설로 인한 도로교통 재해 대응 및 대책 방안을 마련한다면 향후 설해예방 및 저감대책 수립에 매우 중요한 자료가 될 것으로 판단되었다.

Recently, there has been great damage due to the unusual heavy snowfall in the Jeju Island area that lasted for five days before and after the spring. The heavy snowfall caused a lot of damage, including temporary closures of the Jeju International Airport runway and a ban on road areas. The damage caused by the heavy snow was considered to have a great influence on not only the direct damage but also the traffic damage which is the indirect damage. Therefore. this study proposes effective countermeasures against heavy traffic congestion cost due to heavy snow. The traffic congestion costs of highways are calculated using the number of delays per hour for each route. average again by traffic purpose and vehicle type, the proportion of the vehicle use on highways, the time value and other expenses. The calculations estimated that the cost of traffic congestion on highways was about 50 billion won per year. Based on this, it was deemed that if measures were prepared to cope with and cope with road accidents caused by heavy snow, they would be very important for developing measures to prevent and reduce damage in the future.
