여성주의 시각에서 보는 성매매와 권력의 문제

A Problem of the Power and the Prostitution on the view of Feminism

여성의 인권을 논함에 있어 성 착취는 빼놓을 수 없는 주제이다. 성 착취는 남성지배의 사회적 구조 속에서 여성들이 어떠한 취급을 받는지를 분명하 고도 집약적으로 잘 보여주기 때문이다. 성 착취란 여성을 섹스로 환원시킴 으로써 그들을 대상화하는 것이고, 이에 따르면 여성을 섹스화된 몸으로 가부장적으로 가장 완벽하게 환원시킨 것이 성매매이다. 즉 성매매는 모든 성착취의 토대가 된다. 성매매에 대한 모든 논의는 그 어디에서도 주체가 되지 않고 ‘타자’가 되어 버리는 여성의 관점에서 이루어져야 할 것이다. 여성에게 가해지는 온갖 종류의 정신적, 육체적 폭력은 여성의 가치를 평가 절하하는 가부장적 사회 구조로 인한 것이고 이것이 개인적인 문제가 아니라 제도화, 조직화된 사회적인 문제라는 것을 인식하게 되면, 성매매가 전체 여성의 문제이고, 성매매 여성의 비범죄화가 가부장적 권력 아래 신음하는 모든 여성들을 고통에서 해방 시킬 수 있는 시발점이 될 수 있다는 것을 알게 될 것이다. 이하에서는 성매매가 필요악인 것인지, 그렇다면 차라리 ‘성노동’ 개념을 인정하여 국가가 관리하는 시스템인 소위 공창체를 도입해야 하는 것이 아닌 지를 전시성폭력과 군대 성매매와 함께 알아보고 성매매규제정책과 탈 성매 매를 위한 자활지원사업에 대해 검토해 볼 것이다. 1)

Since sexual exploitation shows well how women are treated under the male-dominated society clearly and compressively, it is an essential subject on women’s right. Sexual exploitation puts women as an object by reducting them to sex. According to this concept, prostitution turns women into sexualized body most perfectively. That is, prostitution is a base of all kinds of sexual exploitation. All discussion on prostitution should be treated on the view of women whom are treated not as a subject, but as an object. When we realized that all kinds of physical and mental violence on women are results of patriarchal society (which underestimates women’s value) and it is not a personal matter but a social matter, we will understand that prostitution is all women’s matter. Moreover, we can recognize that decriminalization of prostitutes could be a threshold of setting all suffering women free from the patriarchal power. Now I will examine whether prostitution is a necessary evil or not, whether it would rather adopt state-regulated prostitution by taking the notion of sex work. I will also consider sexual violence in wartime and prostitution in the military. After that, I will review prostitution regulations and self-reliance program for exit from prostitution.
